With Putrajaya&rsquo;s request for the passing of Anti-Stalking Bill in both Houses in the upcoming Parliament session held in October, stalking a person, both online and physically, will be criminalised this December.

<h2>What Is The Bill About?</h2>
The introduction of Section 507A into the Penal Code (Act 574), which handles problems such as criminal intimidation, insult and annoyance, will officially legitimate stalking as an offence.
By establishing this bill, the behaviour of stalking someone on &ldquo;at least two occasions&rdquo; will be sent to jail for up to 3 years and a fine, according to Mas Ermieyati Samsudin. She pointed out that the amount of fine would be decided by the court.&nbsp;
The definition of stalking is deemed as &ldquo;likely to cause, distress, fear or alarm&rdquo; and &ldquo;communicating or attempting to communicate with a person in any manner or by any means&rdquo;.
This law enables investigating officers and the prosecution team to argue for certain features as offences, which did not match with the definition of stalking phrased by the law previously.&nbsp;
Deputy public prosecutor Zilfinaz Abbas elucidated the importance of the decision to broaden the definition as many cases in the past were dismissed by the court because the proofs were not aligned with the legal definition of stalking in the law.
&ldquo;We haven&rsquo;t prosecuted stalking cases but keeping the meaning open will allow the investigating officer to open a case.
&ldquo;So far, it has been difficult to open an investigation because there was nothing in the law that matched the elements of proof required to prove acts of stalking.
&ldquo;Hence, these amendments are good because victims can go to a police station and report on being stalked,&rdquo; she said.&nbsp;
Moreover, there will be a protection order that can be initiated by the court at the request of victims.&nbsp;

Association of Women Lawyers (AWL) committee member Meera Samanther suggested that the legal meaning of stalking should be extended to embed &ldquo;continuous acts&rdquo; and not only &ldquo;repeated acts&rdquo;.&nbsp;
&ldquo;While we gladly welcome the Bill, we have to point out that a number of key issues are missing.
&ldquo;For example, we feel that the list of acts of stalking should be non-exhaustive and not limited to certain acts.
&ldquo;It should also include acts like doxxing, interfering, destroying or damaging property, spying as well as cyber stalking,&rdquo; she said.
Despite that, the passing of Anti-Stalking Law can be perceived as a celebration for those suffering from harassment as they are inclined to be overlooked due to the ambiguous meaning of stalking in the legal context before the introduction of the new bill.&nbsp;

A ferry travelling from Ketapang Port in East Java to Gilimanuk Port in Bali sank late on Wednesday night (2 July 2025), just 25 minutes into its journey across the Bali Strait, one of Indonesia&rsquo;s busiest inter-island routes. He added that the improved weather on Thursday has allowed for a more concentrated water-based search.
