The Public Services Commission of Malaysia (SPA) has recently issued a warning that using terms of endearment such as "sayang" or "dear" when addressing a colleague at work could be considered both harassment and a disciplinary offence for government departments and agencies.&nbsp;
This warning comes as part of a checklist of prohibited behaviours, which also includes "sexting" as a form of harassment. The SPA has outlined these guidelines under the section titled "Larangan-larangan serta perkara khusus" or "Prohibitions and Special Matters," specifically under Rule 4A on Sexual Harassment. Civil servants found guilty of these offences may face disciplinary action.

Victims must specify the form/extensiveness of sexual harassment &ndash; if they were touched, caressed, kissed or hugged, in their complaint to the disciplinary board.
The PSC has identified various forms of misconduct and depending on their severity, civil servants found guilty of such offences may face a range of punishments, including a warning, fine, emolument disqualification, suspension, demotion, or dismissal.&nbsp;

Additionally, extramarital affairs among civil servants will not be tolerated and may result in disciplinary action. Those who wish to make a formal complaint about workplace sexual harassment must provide detailed information about the incident, including the location, time, and date of the occurrence, as well as the place of duty where the offence took place.&nbsp;
CUEPACS, the Congress of Union of Employees in the Public and Civil Services, has expressed its support for these measures.
According to its secretary-general Abdul Rahman Mohd Nordin, the move may have been prompted by more frequent complaints and that there is no place for such behaviour or language.
&ldquo;Regardless, only proper and polite words and behaviour should be used at the workplace.&rdquo;
&ldquo;We (Cuepacs) fully support this move,&rdquo; he asserted when contacted. He added that such incidents also put victims in an uncomfortable position, possibly resulting in their work performance getting worse.
&ldquo;To anyone who has been a victim, don&rsquo;t be afraid of speaking up and making a report,&rdquo; he then said.

After several days of disruption caused by a cyberattack, motorists across Selangor can once again use the Smart Selangor Parking and Flexi Parking apps to pay for parking as normal.
Both platforms confirmed on 2 July that their services have now been fully restored following recovery works and extensive system testing. This also means that parking enforcement by local councils has officially resumed, so drivers are once again required to pay for parking according to the usual rates and time limits to avoid receiving a parking summons.
In separate announcements, both Smart Selangor Parking and Flexi Parking thanked users for their patience throughout the outage and apologised for the inconvenience caused.
What Happened To The Parking System?

The disruption began on 30 June, when motorists suddenly found themselves unable to make parking payments through the affected applications.
Initially, Selangor Menteri Besar Datuk Seri Amirudin Shari said the issue was related to a system migration and instructed local councils across the state to temporarily suspend issuing parking summonses while the platform was unavailable.
However, Selangor Local Government and Tourism Committee chairman Datuk Ng Suee Lim later confirmed that the outage was caused by a cyberattack involving the Flexi Parking system.

The matter has since been referred to the National Cyber Security Agency (NACSA) and the Malaysian Communications and Multimedia Commission (MCMC) for further investigation.
Expect A Few Minor Issues After The Restoration

Although both applications are now operational again, users have been advised that some teething issues may still occur while the system stabilises.

Those checking their accounts may also notice that previous summonses and compound records have reappeared following the system's restoration.
While some users were initially surprised to see outstanding compounds showing up again, these records were only temporarily inaccessible during the service disruption and have now been successfully restored alongside the system.

The incident highlighted just how widely the Flexi Parking platform is used across the country.
Developed by Leading Innovative Technologies and Systems (LiTS), the platform powers digital parking payments for 64 local authorities nationwide, making the outage one of the largest disruptions to Malaysia's digital parking infrastructure in recent years.
During the downtime, several local authorities temporarily suspended parking enforcement because motorists were unable to make payments, while others introduced alternative payment methods where available.
Now that recovery has been completed, authorities say parking services have returned to normal. However, motorists are encouraged to double-check their parking sessions, account balances and outstanding compounds, and to report any discrepancies through the official customer support channels.

Rapid KL has confirmed that the loud explosion-like sound heard on the Kelana Jaya LRT Line on the evening of 30 June was caused by a thin stray wire becoming entangled in the railway's power supply system, and not by a fault with the train itself.

According to Rapid KL, preliminary investigations found that a thin external wire, which was not part of the train or railway infrastructure, had become lodged in the Kelana Jaya Line's power supply system.
The wire eventually melted after coming into contact with the electrical system, producing a bright spark and a loud sound that many passengers initially believed was a small explosion.
As a precaution, the operator immediately removed the affected train from service. Passengers were safely asked to disembark at the next station before continuing their journeys on another train.
Rapid KL stressed that the incident was handled in accordance with its safety procedures and that passenger safety remained its highest priority.

A more detailed inspection was also conducted after operating hours as an additional safety measure. Rapid KL added that investigations remain ongoing and that appropriate preventive measures will be introduced to minimise the risk of a similar incident happening again.
The company also apologised for the concern caused and thanked passengers for their patience and cooperation.

Shortly after the incident, videos filmed by passengers began circulating widely across Threads and other social media platforms.
The footage captured the moment a bright flash appeared outside the train, followed by a loud bang that startled passengers inside the carriage and on the station platform. Many commuters described the experience as frightening, with some saying they immediately exited the train after hearing the sound.
Others used the incident to raise broader concerns about safety and reliability on the Kelana Jaya Line, pointing to previous disruptions and technical issues experienced over recent years.
Several social media users claimed they initially feared the train had suffered a serious electrical failure, while others questioned whether enough was being done to improve public transport safety.

In a Facebook post, he criticised what he viewed as an insufficiently detailed explanation immediately after the incident and called on Transport Minister Anthony Loke to resign, arguing that public confidence in rail safety has continued to decline following several high-profile incidents on the Kelana Jaya Line.
Rapid KL, however, maintained that the incident was caused by an external object rather than a failure of its train or rail infrastructure, and reiterated that technical inspections confirmed the system remained safe for operation.

Sushiro said the temporary closure was implemented following guidance from the Malaysian health authorities.
"We are currently working closely with the Malaysian health authorities to meet the required conditions and take the necessary steps toward resuming operations," the company said.

More than 2.2 million students across Malaysia can begin redeeming their RM100 MADANI Book Voucher from today, 1 July, as the government rolls out the 2026 edition of the initiative aimed at encouraging reading and improving access to educational materials.
The Ministry of Education (MOE) has allocated RM221.6 million for this year's programme, which will benefit 2,217,579 students nationwide through a fully digital voucher system.
Deputy Education Minister Wong Kah Woh announced in the Dewan Rakyat that eligible students can redeem their e-vouchers from 1 July until 31 October, giving them four months to purchase approved reading materials.
More Than 2.2 Million Students To Benefit

According to Wong, the programme's allocation of RM221.6 million will ensure every eligible student receives a RM100 digital voucher that can only be used to purchase books.
How To Redeem The Voucher

Meanwhile, students at public universities can redeem their vouchers through the <a href="https://mysiswaplace.my/welcome">MySiswaPlace</a> portal.
The fully digital system allows students from across the country, including those living in rural and remote areas, to purchase books online and have them delivered directly to their homes.
New Requirement Introduced This Year

One of the biggest updates to the 2026 programme is the introduction of the MADANI Special Title Focus.

The selected collection includes literary classics and works of literature, as well as books covering history, philosophy, economics, geopolitics and human capital development.
Students are also encouraged to explore titles related to future-focused subjects, including artificial intelligence (AI), information technology, Science, Technology, Engineering and Mathematics (STEM), and digitalisation.
The ministry said the initiative is intended to broaden students' knowledge beyond their school curriculum while encouraging interest in emerging technologies and strategically important fields.
Digital System Introduced To Improve Transparency
The Ministry of Education first switched to a fully digital voucher system in 2024 following complaints that some recipients had sold their physical vouchers at discounted prices instead of using them to purchase books.
Wong previously explained that moving the programme online has significantly improved transparency while ensuring government allocations are used for their intended purpose.
He said the digital platform enables the ministry to monitor voucher usage more effectively, helping eliminate misuse and preventing leakages.
The online purchasing system has also made it easier for students nationwide to access reading materials regardless of where they live.

Meanwhile, 92.2% said the vouchers helped them prepare more effectively for examinations by giving them access to additional learning materials.
The ministry also reported that the programme achieved a 100% redemption rate in 2024, demonstrating the success of its digital implementation.
Wong described the programme as having delivered 100% redemption, 100% transparency and zero leakages, while ensuring students across both urban and rural communities enjoy equal opportunities to obtain quality reading materials.

The MADANI Book Voucher Programme forms part of the government's broader efforts to encourage reading habits among Malaysian students while reducing the cost of purchasing educational resources.

Malaysians can now apply for the country's new-generation international passport, which introduces an optional 10-year validity period alongside a host of upgraded security features designed to strengthen protection against forgery and identity fraud.
The new passport officially became available on 1 July, following its launch by Prime Minister Datuk Seri Anwar Ibrahim. The upgraded travel document is being introduced in stages across the country, giving eligible Malaysians aged 18 and above the option of choosing either a five-year or 10-year passport depending on their travel needs.
According to the Home Ministry, the initiative is aimed at making passport renewals more convenient while reinforcing Malaysia's reputation as one of the world's most trusted travel documents.
Two Validity Options For Travellers

For the first time, Malaysians can choose between a standard five-year passport or a new 10-year validity period.

Although the longer-validity passport costs RM150 more upfront, it offers better long-term value. Applicants who choose the 10-year option save RM50 compared with renewing a five-year passport twice over the same period.
Home Minister Datuk Seri Saifuddin Nasution Ismail said the longer validity period is intended to reduce the frequency of renewals while offering greater convenience, particularly for those who travel regularly for work, business, education or family commitments.
The ministry also hopes the initiative will simplify passport applications and reduce administrative workload over time.
Nationwide Rollout Begins In Phases

While applications are now open, the new passport is not being introduced at every Immigration office simultaneously.
The Immigration Department is implementing the rollout in phases across 71 passport offices nationwide, with the first phase beginning this month at 14 passport issuing offices, including state Immigration offices and selected Urban Transformation Centres (UTCs).
According to Immigration director-general Datuk Zakaria Shaaban, the nationwide rollout is expected to be completed in seven phases by August, ensuring a smooth operational transition as offices gradually begin issuing the redesigned passport.
He added that new-generation passport printing machines are capable of producing up to 60 passports per hour, supporting the current average monthly demand of around 160,000 passports, although Malaysia often issues between 180,000 and 220,000 passports each month.
Nearly Double The Security Features

One of the biggest upgrades is the passport's significantly improved security.

Malaysia was among the first countries to introduce electronic passports in 1998, and officials say the latest redesign continues that legacy by incorporating more advanced security technologies.
New Design Reflects Malaysia's Identity

No Need To Replace Existing Passports Immediately
Despite the introduction of the new passport, authorities have stressed that Malaysians should not rush to replace passports that remain valid.
Existing passports can continue to be used until they are close to expiry, with the Home Ministry recommending renewal only when there are six months or less remaining before the passport expires.
Zakaria reiterated that passport holders whose documents remain valid can continue using them without concern, noting that replacement is only necessary when a passport expires or when applying for a new travel document.

Officials say the upgraded passport represents more than just a longer validity period.
The combination of enhanced security features, improved production technology and greater convenience is intended to ensure Malaysia's passport remains secure, reliable and aligned with international best practices.
