In the course of the operation, their enforcement officers encountered a beggar adorned in a jubah and kopiah, standing beneath a vendor's tent. Holding a paper bag and appealing for donations with notably smaller hands, the man attracted attention.
Prompted by his distinctive appearance, the officers approached the beggar, inquiring about his presence in the area. To their surprise, the man remained silent, leading authorities to suspect he might be deaf and mute. Upon inspecting his bag, they discovered several banknotes, believed to be contributions received from the public.

The officers persistently urged the beggar to produce his identification card (IC) for documentation, but the man remained unresponsive. After a considerable wait, the man finally broke his silence and revealed that he was neither deaf nor mute, though he candidly admitted to being physically disabled. He then disclosed to the officers that his IC was in his car. Upon accompanying him to retrieve it, the officers were taken aback as he was driving a premium model Proton X70.
Upon further inquiry, the officers discovered that the man hailed from Balok, Kuantan, and frequented various night markets across Pahang to solicit money from the public. Validating his physical disability, JKM has been providing him with an OKU working allowance of RM450 per month since 2001. Regarding his begging strategy, he admitted that a 5-6 hour stint at a market could yield him up to RM500 per day.

Despite this being an offence, JKM mentioned that this was the first time that he was caught in the act in this district and had later issued the man with a warning. He was also requested to sign a letter promising that he would not beg again.
As per the Destitute Persons Act of 1977, welfare officers have the authority to gather beggars for placement in a welfare home, providing them with care, protection, and rehabilitation. Additionally, beggars may face arrest under Section 27(c) of the Minor Offences Act of 1955 if they are deemed capable of earning a living through lawful means other than begging.

A Disturbing First in Online Safety Prosecution

Prosecutors revealed that he would instruct her how to harm herself and demanded she send photos of her injuries, which he used for sexual pleasure. He became agitated when she self-harmed without his prompting, as it meant he couldn't witness or control the act.
In one especially harrowing incident on 2 July 2024, Webb persuaded her to attempt suicide via a 44-minute video call. She passed out during the attempt, but survived. Upon regaining consciousness, Webb coldly instructed her to try again.
Victim&rsquo;s Bravery and Pain

She added:
"There will never be another second on this Earth where I don't have to live with the pain of what happened."
Legal Milestone Under the Online Safety Act

During sentencing at Leicester Crown Court on 4 July 2025, Webb appeared visibly distressed, at one point lying on the floor as a coping mechanism. His defence counsel, Joey Kwong, revealed that Webb had long suffered from autism spectrum disorder, borderline personality disorder, and depression.
Despite these conditions, the court was clear that his actions were deliberate and dangerous. The judge concluded that Webb was manipulative, sexually motivated, and posed a significant risk to others. He will remain in a mental health facility until deemed fit for release, at which point he will serve the rest of his sentence in prison.

Detective Constable Lauren Hampton, who led the investigation, described the case as one of the most distressing in her career. She said:
