&nbsp;Since the onset of the COVID-19 pandemic, numerous companies worldwide have adopted the hybrid working model, which has demonstrated notable effectiveness in enhancing worker productivity. This setup not only allows employees to work from any location they choose but also grants them the flexibility to manage their own work schedules, alleviating the stress often associated with traditional office environments.
As things gradually returned to normalcy, many companies, including those in Malaysia, reverted to the traditional 9-6 schedule throughout the week, abandoning the flexible working system. Despite this, challenges such as overtime persisted, inherent in everyday work life.
However, a shift is on the horizon, not in Malaysia but in our neighbouring country Singapore, where employees are poised to gain greater control over their work schedules, courtesy of a new guideline.
New Tripartite Guideline May Enable More Flexible Working In Singapore

For those unfamiliar, TAFEP is an agency jointly established by Singapore&rsquo;s Ministry of Manpower, the National Trades Union Congress, and the Singapore National Employers Federation.
While these guidelines aren't currently legally binding, they mandate all Singaporean firms to establish formal processes enabling employees to request flexible work arrangements. Beyond just flexible working hours, these arrangements extend to include flexible work locations. The primary aim is to accommodate the needs of caregivers, women, and senior workers.
How Will The System Work?

Despite it not being legally enforceable, every company in Singapore must establish a procedure for employees to submit Flexible Work Arrangement (FWA) requests. While companies have the authority to decline requests, they cannot do so solely because it contradicts the company's customs or because management is opposed to flexible work styles, as stated in TAFEP guidelines.
Employers may reject FWA requests only for specific reasons, such as:

<li>If FWA would substantially increase costs</li>
<li>If FWA is not feasible due to the nature of the job</li>

Employers are prohibited from rejecting requests based on:

<li>Preference of bosses or supervisors to have direct supervision of employees in the office</li>
</ul>
If an employer refuses to cooperate or deliberately fails to adhere to the new guidelines, the Ministry of Manpower may issue a warning and mandate the employer to attend corrective workshops.
So, Why The Sudden Introduction Of New Guidelines?
This shift isn't entirely unexpected; rather, it represents a new paradigm for many Singaporean firms as they align with global trends that prioritize flexible work options. Notably, this move has the potential to benefit businesses by not only attracting top talent but also increasing revenue. Flexible working arrangements have been shown to enhance productivity and efficiency.

For instance, countries like Belgium, the United Arab Emirates, Iceland, Lithuania, and France have embraced the concept of a 4-day work week instead of the traditional 5-day schedule. It's worth noting that the adoption of this practice varies across industries and is not mandated by law. However, it has demonstrated positive outcomes, with a significant portion of workers in these nations reporting increased effectiveness and productivity.
Similarly, the United Kingdom, the United States, Ireland, and Spain have conducted trials to explore the feasibility of a 4-day work week. The findings from these trials have been overwhelmingly positive, with workers giving an average rating of 9.1 out of 10. They experienced reduced burnout, lower stress levels, and fewer sick days, indicating the potential benefits of this alternative work arrangement.
To our fellow Malaysians working in Singapore, envy is definitely creeping in! While it's true that not all Malaysian businesses have embraced flexible working arrangements, those that have adopted it have witnessed a notable boost in productivity.
Now, what we really need is for our local government to take a leaf out of Singapore's book and consider implementing or at least trialling a similar system. Doing so could potentially alleviate the stress levels experienced by many Malaysian workers. And hey, who knows? After a seven-year suspension, the National Service Training Programme (PLKN) 3.0 has successfully concluded its first 45-day training phase. Designed to cultivate discipline, patriotism, and civic responsibility among Malaysian youth, the programme is now gearing up for its second and third cohorts, scheduled to run from 11th May to 24th June and 7th September to 21st October, respectively.

These individuals will be divided into two groups of 500 each, with male and female trainees undergoing separate 45-day training sessions.
Trainees will be stationed at either the 515 Territorial Army Regiment Camp in Kuala Lumpur or the 505 Territorial Army Regiment Camp in Pekan, Pahang, where they will engage in both physical training and educational activities.
Enlistment Notifications and Exemption Guidelines
Confirmed trainees will receive enlistment notifications via email and phone in April and August, depending on their assigned training batch. To finalise their participation, trainees must confirm their attendance through a return letter.
Exemptions from participation will only be granted under specific conditions, such as medical issues or overseas commitments. The Ministry of Defence has emphasised that all exemption requests will be subject to strict review to ensure compliance with national policies.
Training Breakdown: Military and Civic Education

<li>30% Civic Education &ndash; The remaining portion of the programme focuses on nation-building subjects, including Malaysian history, political systems, and multiculturalism. These lessons are designed to foster a deeper appreciation for the country's diverse heritage and the responsibilities of Malaysian citizens.</li>

By integrating these elements, the programme seeks to enhance national defence awareness, instil patriotism, and equip trainees with essential life skills, ensuring they emerge as responsible and resilient individuals.
High Satisfaction Rate Among First Cohort Trainees

As the programme progresses, feedback from the first cohort provides valuable insight into its effectiveness. More than 80% of trainees from the first cohort of PLKN 3.0 for 2025 have expressed satisfaction with the programme's implementation.
According to Defence Minister Datuk Seri Mohamed Khaled Nordin, this figure is based on feedback reports gathered from participants.
&ldquo;The second cohort, set to begin in May, will involve around 550 male and female trainees. While the first cohort consisted entirely of voluntary participants, the second phase will introduce a conditional conscription system. The full-scale mandatory national service will only be implemented next year,&rdquo; he explained.
He shared these remarks during a press conference following his working visit to the Lumut Naval Shipyard (LUNAS) at the Royal Malaysian Navy Base in Lumut.
The first phase of PLKN 3.0, which began in January, saw the participation of 116 volunteers from across the country. Throughout the programme, they received training based on a 30% nation-building module and 70% basic military training, equipping them with both civic knowledge and military discipline.
