Second Wave Of Floods Expected

The Kelantan state government has issued a warning for a potential second wave of floods, expected to begin on Wednesday, December 4.
"Attention! Kelantan is forecasted to face a second wave of floods on December 4," the government announced in a social media post on Sunday, December 1.
As of 4 p.m. on Sunday, over 150,000 individuals have been displaced by the floods, which have affected eight states across 35 districts nationwide. The total number of evacuees stands at 150,832, consisting of 44,336 families. Kelantan has been the hardest hit, with 96,657 evacuees, followed by Terengganu (41,788), Kedah (8,427), Negri Sembilan (1,617), Pahang (1,152), Johor (528), Melaka (238), and Perlis (75).
The floods have claimed three lives so far&mdash;one each in Pasir Puteh and Machang in Kelantan on November 27, and one in Besut, Terengganu, on November 28. A total of 672 temporary relief centres have been set up to provide shelter for those affected.

A 23-year-old university student has raised concerns about an unexpected RM5 charge she encountered when collecting her renewed passport, which she had already paid for online. The incident occurred at the Urban Transformation Centre (UTC) in Galleri@Kotaraya, Johor Bahru, on November 26.
The student, who wishes to remain anonymous, claimed that a female immigration officer handed her the passport and requested an additional RM5 payment. Unprepared for the charge, the student explained she didn&rsquo;t have cash on hand and was instructed to pay via a QR code. To her surprise, the transaction revealed that the money was directed to a personal bank account instead of an official government account.
"I was slightly dazed as I believed all payments were already settled online," the student said. She noted that she hadn&rsquo;t requested the plastic cover included with her passport and wasn&rsquo;t informed about the fee beforehand.
Although the RM5 amount was minimal, the student emphasized her stance against any misuse of power or malpractice, regardless of the sum involved.
Immigration Department Explains the RM5 Charge

Following the student's claims, Johor Immigration Department director Datuk Rusdi Mod Darus clarified the situation. He explained that the RM5 was a legitimate fee for the plastic protective cover provided with the passport.
According to Datuk Rusdi, a thorough internal investigation revealed no evidence of misconduct or integrity violations. He stated that the RM5 payment was correctly deposited into the Johor Immigration Sports Charity Club&rsquo;s official account, not a personal one.
However, the department acknowledged the confusion caused by the payment method. "To enhance transparency and public confidence, we will implement changes to our payment system. Moving forward, all payments related to club activities will be processed through an official account managed by the club," Datuk Rusdi said.

The RM16,000 monthly figure he mentioned is not just a basic salary but also encompasses allowances for responsibilities tied to his role. These include community service, legislative duties, and other obligations expected of an ADUN.
While Selangor offers attractive pay packages, Altimet clarified that certain perks, such as housing and official vehicles, are not included in the benefits. However, ADUNs can access loan facilities similar to those available to government employees.

This allowance is just one example of how Selangor's government aims to ensure its YBs can fulfil their duties effectively.

The surge in premiums is reportedly linked to the rising cost of private healthcare services, with insurance companies citing the increased expenses of medical care and technology as justification for the hikes.
Policyholders like Hamidi and Safie Wahab have expressed their frustrations, highlighting the financial strain caused by these annual increases. Hamidi, whose premiums are set to rise from RM188.47 to RM237.34 next February, lamented the yearly burden. "It feels like an annual event," he said, questioning the justification for the continuous hikes. Safie, on the other hand, reported a significant jump from RM244 to RM377 per month, leaving him contemplating whether to discontinue his policy altogether.
Such price hikes are not isolated incidents; they reflect a broader trend that may soon make private health insurance unaffordable for the middle class, forcing many to rely on overcrowded public healthcare facilities.
Middle-Class Struggles &amp; Overcrowding in Public Healthcare

Bayan Baru MP Sim Tze Tzin voiced his concerns, emphasizing that the escalating premiums are hurting the middle class. &ldquo;People can no longer cope with these high costs,&rdquo; he said, suggesting that PKR backbenchers would gather feedback from those burdened by steep private hospital bills.
The issue extends beyond affordability. Subang and Shah Alam Consumers Association president Datuk Seri Dr Jacob George highlighted the opaque practices of insurance companies, urging them to disclose annual losses to justify premium hikes. &ldquo;How much do they actually spend compared to what they receive from policyholders?&rdquo; he questioned, adding that the government should intervene to limit increases. 
Industry Defends Premium Hikes Amid Calls for Transparency

While consumers and advocacy groups push back, the Association of Private Hospitals Malaysia has defended the anticipated premium increases. However, Dr Singh acknowledged the potential for a short- to medium-term decline in policyholders, warning of increased demand on public healthcare services as a consequence.
Meanwhile, Dr Jacob George reiterated that any substantial increase must have a limit, aligning with the MADANI government's approach to ensure affordability for all. He also criticized the cumbersome claims process for policyholders, adding to the financial and emotional strain they already face.
As the debate continues, the government&rsquo;s stance and the insurance companies&rsquo; responses will determine whether Malaysians will see relief or further financial strain in their pursuit of adequate medical coverage.

In a video uploaded by Zestie on Instagram, a woman from Kedah revealed that she spent over RM1,000 to celebrate her achievement. Her breakdown included RM200 for her outfit, RM200 for makeup, RM250 for a photographer, and RM170 for accommodation.
Meanwhile, a male graduate mentioned spending around RM700 on his attire, while another opted for a more frugal approach, spending just RM175, stating he didn&rsquo;t see the need to splurge.
On average, graduates reported spending anywhere from RM200 to RM1,500 on clothing, makeup, and photography. Interestingly, one woman revealed she didn&rsquo;t spend anything at all, as her expenses were fully sponsored by her partner.

Scrolling through the comments section of the video, many netizens gave rather divided opinions on the cost spent on graduation. Some criticised the high expenses of some graduates and even compared them to the more modest spending habits of their own graduation days.
Others had also praised those who managed to celebrate their graduation by spending less than RM200, commending their efforts to avoid unnecessary spending (especially with this economy).
Though it is not wrong to spend on your convocation, many also agreed that the idea behind how much the students spend is a personal choice, viewing it as a form of self-reward for years of academic effort. Graduates Reveal Their Convocation Expenses; Sparks Mixed Reactions Among Netizens Online

If you're a student looking to secure a PTPTN loan to help fund your studies, you may soon find it harder to qualify for funding as PTPTN tightens its criteria.
The National Higher Education Fund Corporation (PTPTN) is reviewing the possibility of discontinuing loans for university programs with student repayment rates below a certain threshold, as part of efforts to improve loan recovery and foster a culture of repayment among graduates. According to PTPTN Chief Executive Officer Ahmad Dasuki Abdul Majid, this approach aims to sustain the fund's financial support for future students by prioritizing programs with higher repayment performance.
Promoting A Repayment Culture

In a webinar hosted by Khazanah Research Institute titled "Individual vs. Collective Interests: The Student Loan Conundrum," Ahmad Dasuki discussed PTPTN's collaboration with universities to encourage a loan repayment mindset among graduates. One strategy under consideration involves maintaining funding for programs where repayment rates exceed the target threshold, potentially holding back support for courses with lower repayment rates. Currently, PTPTN is considering setting a minimum repayment rate of either 30% or 50%, depending on further analysis and feedback from university partnerships.
"We want to work closely with institutions to instil a repayment habit among students," said Ahmad Dasuki. "By emphasizing loan repayments, we can ensure funds remain available for the next generation of students who need assistance." He also highlighted PTPTN&rsquo;s role in supporting academically qualified students in both public and private institutions.
RM74 Billion Disbursed, But Loan Recovery Remains A Challenge

Since its inception, PTPTN has disbursed RM74 billion in loans as of September, a figure underscoring the substantial financial support provided to Malaysian students. However, repayment remains a critical issue: more than 2.7 million loans, representing a total outstanding balance of RM32 billion, have yet to be repaid.
During a recent parliamentary session, Higher Education Minister Datuk Seri Dr. Zambry Abdul Kadir disclosed that PTPTN has approved a total of 3,951,404 loans, amounting to RM71 billion, as of last year. Out of these, 72% of the loans went to Bumiputera students, while 28% supported non-Bumiputera students.
Balancing Individual Responsibility With Collective Support
The ongoing PTPTN initiative seeks to balance individual accountability for loan repayments with the broader objective of supporting higher education accessibility. Ahmad Dasuki emphasized the model's reliance on timely repayments from employed graduates, as this revenue cycle is essential to maintain the fund&rsquo;s viability for future students.
The proposed selective funding approach aims to shift focus toward programs with higher employment and repayment success rates, fostering a sustainable system that encourages students to view loan repayment as part of their financial responsibility.
If you've already completed your studies, remember that PTPTN loan repayments are set to begin within 12 months of graduation, giving you time to secure stable employment. However, if you're able, you can start repayments earlier, easing your loan burden. 
Should you face difficulties finding a steady job within that year, PTPTN does allow requests for a repayment deferment. Should they move forward with discontinuing loans for certain programs, it could stir up controversy and potentially create financial challenges for future students.
