<p>Recently, a black stray dog named Kopi went viral on social media after a video showed her playing with a stray kitten on a five-footway in Terengganu.</p>

<p>Unfortunately, the heartwarming video inadvertently made Kopi a target. Just two days after World Animal Day, reports emerged that the Besut District Council had shot her dead. The TikTok user whose video of Kopi gained widespread attention later shared a tribute video upon hearing the tragic news.</p>

<p>My Forever Doggo (MFD) shared the heartbreaking news on social media, citing a local resident who allegedly witnessed two council members shooting Kopi during a stray culling operation on October 6. The resident heard loud gunshots and rushed outside to check on Kopi, only to find her lying on her side, covered in blood, and whimpering in pain. Tragically, Kopi did not survive. This resident described her as the &ldquo;big sister&rdquo; to the other stray cats and dogs in the area.</p>
<p>The incident sparked outrage among animal lovers, leading to an online petition demanding accountability from the council and urging a reassessment of its stray animal management practices. At the time of writing, the petition had garnered over 15,000 signatures. Cristabel Leo, who initiated the petition, condemned the council&rsquo;s actions as &ldquo;an act of unwarranted brutality&rdquo; rather than proper urban management.</p>
<p>In addition to My Forever Doggo&rsquo;s post, other social media users shared their grief over the loss of the beloved neighbourhood stray. While some attempted to justify the situation using religious reasoning to advocate against dog ownership, many Muslims in the comments expressed their love for Kopi, hoping to draw attention to the cruelty of shooting her and leaving her to bleed by the roadside.</p>

<p>On October 12, the Terengganu Veterinary Services Department confirmed that it had received public complaints regarding the shooting of Kopi. The department is now investigating the incident under the Animal Welfare Act 2015 and has urged the public to refrain from speculation.</p>
<p>In the meantime, the Besut District Council is set to submit a report to the Terengganu state government. Council president Mohd Sukeri Ibrahim stated that the shooting was conducted in accordance with standard operating procedures (SOP) and refuted claims that council workers abandoned Kopi after the incident. He insisted that their actions adhered to the guidelines outlined by the Housing and Local Government Ministry, complying with Section 30 of the Animal Welfare Act 2015. He further claimed that certain individuals prevented council members from retrieving the dog's remains.</p>

<p>Mohd Sukeri added that the anti-stray operation was executed in accordance with the Dog Licensing By-Laws (Besut District Council) of 1990, following complaints about a pack of stray dogs that had allegedly become aggressive and harassed pedestrians. Datuk Wan Sukairi Wan Abdullah, the Terengganu executive committee member responsible for local councils, supported the council&rsquo;s actions, asserting they were in line with Clause 9 of the Dog Licensing By-Laws 1990. However, this clause only states that a stray dog may be caught for destruction, without specifying shooting as a method.</p>
<p>According to ministry guidelines issued in 2014, council workers are permitted to use adjustable loops, traps, and nets to capture dogs without inflicting harm. The use of other devices, such as tranquillizer guns, requires prior consultation with the police and the Veterinary Services Department (DVS). Dr. Mazuna Md Yunus, head of animal welfare at DVS, previously stated that shooting should only occur in emergencies, to control diseases like rabies, or if a dog poses an immediate threat by attacking people.</p>
