One thing Malaysia doesn&rsquo;t lack is bright, talented individuals; yet, many of them face limited job opportunities or low wages, leaving some with no choice but to seek work abroad. This outflow of skilled Malaysians has impacted the country's growth. However, change is on the horizon, as one state is now set to redefine the standard for skilled workers with higher pay. Soon, low wages may become a thing of the past&mdash;at least in one corner of the nation.
Johor To Offer Premium Salary For Skilled Workers
To attract and retain young talent, Johor has become the first state in Malaysia to offer premium salary packages for skilled workers trained under its Talent Development Council (JTDC). This initiative targets graduates from Technical and Vocational Education and Training (TVET) programs, with starting salaries set between RM4,000 and RM5,000.
In a groundbreaking approach, JTDC will focus on matching skilled workers' salaries with those offered in Singapore, targeting the 10 priority sectors within the Johor-Singapore Special Economic Zone (JS-SEZ). This strategy aims to ensure Johor&rsquo;s skilled workforce remains competitive and motivated to build their careers locally.

During the launch of the Johor Talent Development Centre (JTDC) and the Johor Career Carnival at the Persada Johor International Convention Centre, Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi announced the initiative.
Highlighting the significance of the JTDC, he emphasized Malaysia's need to retain skilled workers, especially in light of Singapore&rsquo;s competitive wage structure. As a point of comparison, Singapore&rsquo;s minimum wage currently stands at SD$1,500, or approximately RM4,975.
"Johor is addressing this challenge by establishing a premium minimum salary of RM4,000 for diploma holders and RM5,000 for those with equivalent degree qualifications."
"To prevent talents from seeking employment abroad, it is crucial to offer competitive wages. By introducing premium salaries, Johor aims to enhance local job opportunities, ensuring they remain attractive to skilled workers and graduates from over 220 TVET institutions in the state," he added.
Under the JTDC programme, the Malaysian Skills Certificates (SKM) qualifications are as follows:

<li>SKM Levels 1 and 2: Equivalent to SPM</li>
<li>SKM Levels 3, 4, and 5: Equivalent to a diploma</li>
<li>SKM Level 6: Equivalent to a degree</li>

Hopes For Johor to Remain Attractive For Skilled Graduates

While Zahid expressed hope that competitive wages would keep local graduates from seeking opportunities abroad, Johor Menteri Besar Datuk Onn Hafiz Ghazi shared that Johor will prioritize cultivating a skilled workforce in line with industry demands. This will be achieved by aligning all courses and training programs at TVET institutes. This strategy is expected to enhance Johor&rsquo;s attractiveness within the Johor-Singapore Special Economic Zone (JS-SEZ), drawing both local and international investments.
While a direct comparison of the cost of living between Malaysia and Singapore is challenging, it can be argued that Singapore&rsquo;s minimum wage enables many citizens to cover their basic monthly expenses. If we analyse the figures closely, we find that their monthly spending may not differ significantly from ours in Malaysia. 
However, we believe that offering competitive salaries for TVET graduates will undoubtedly encourage many to stay and work in Malaysia. The pressing question now is: when will other states adopt similar measures?

Former Finance Minister Lim Guan Eng has raised concerns over the proposed 40-70% hike in medical insurance premiums for 2025. According to Bank Negara Malaysia (BNM), the projected 15% rise in medical costs is significantly lower than the proposed premium hikes. In his Facebook post, Guan Eng questioned why insurers are advocating such a substantial increase when global medical cost increases stand at just 10%, and the rise in the Asia-Pacific region is 11.1%.
Guan Eng argued that this excessive increase could place a heavy financial burden on Malaysians, many of whom are already grappling with the rising cost of living. He emphasized that these premium hikes, if approved, would disproportionately affect ordinary citizens, while life insurance companies continue to enjoy robust profits.

Guan Eng criticized BNM and the Health Ministry (KKM) for their failure to protect the interests of 31 million Malaysians, emphasizing that the focus should be on safeguarding public health rather than the profits of life insurance and takaful companies. He posed three critical questions of public accountability:

Guan Eng highlighted that BNM had acknowledged the increased medical costs of 15% for 2025, while global and regional averages were significantly lower. However, life insurance companies are proposing hikes far above these figures, creating a disconnect between medical cost inflation and premium increases.

Guan Eng pointed to glaring examples of inflated medical expenses. For instance, a dengue patient using a guarantee letter (GL) incurs RM4,978, four times higher than the RM1,288 charged to those who pay upfront. Similarly, pneumonia patients using GL face RM6,859 in costs, compared to RM2,654 paid by those who opt to pay first. Guan Eng questioned why these pricing disparities continue to exist, despite BNM&rsquo;s role in regulating the sector.
He further highlighted BNM&rsquo;s regulatory shortcomings, arguing that insurers and private hospitals continue to take advantage of these GL arrangements, resulting in widespread abuse. This mismanagement of medical costs contributes to higher premiums, forcing the public to shoulder the financial burden.
Insurers&rsquo; Growing Profits vs Workers&rsquo; Stagnant Salaries
Guan Eng also pointed out the stark contrast between the rising premiums and stagnant wage growth. He noted that life insurance and family takaful funds reported profits of RM8.4 billion in the first half of 2024, more than double the RM3.2 billion reported in the same period of 2023. This surge in profits has not been accompanied by corresponding wage increases for the average Malaysian worker.
Guan Eng argued that there is no moral justification for insurers to demand premium hikes of 40-70% when workers&rsquo; incomes have remained relatively stagnant. He emphasized that without significant wage growth, Malaysians should not be expected to bear such steep premium increases, particularly when insurers are already enjoying substantial profits.

Guan Eng also warned that these premium hikes could contribute to higher inflation, further exacerbating the financial burden on Malaysian households. He emphasized that BNM&rsquo;s responsibility goes beyond protecting the interests of insurers&mdash;it must prioritize the well-being of the public.
Ultimately, Guan Eng stressed that Malaysians deserve a healthcare system where premium adjustments are fair, justifiable, and not solely driven by the profit motives of insurers.
In other developments, EPF has established the benchmark for basic retirement savings, suggesting that Malaysians will require at least RM1.3 million to afford a comfortable retirement. While efforts have been made to combat scams, they haven't always been effective or successful. However, it seems change is on the horizon, promising a potentially brighter and more positive outcome for victims.
Prime Minister Datuk Seri Anwar Ibrahim has made it clear that banks must take responsibility for compensating victims of scams when negligence on their part is proven. Speaking in the Dewan Rakyat, he stressed that this principle is already grounded in Malaysian law under the Criminal Procedure Code (CPC). Specifically, Section 413 allows for the reimbursement of victims when bank oversight or failure to follow regulations is identified.
Anwar revealed that RM178,407 has already been refunded to scam victims under this provision, demonstrating the law&rsquo;s application in real cases. "If bank negligence is identified, the bank will pay. This is a standard we must uphold to protect consumers and instil greater accountability in the financial system," he said. The prime minister emphasized that this standard must not be limited to Malaysian laws but should also reflect global practices, such as those in the United Kingdom (UK).
Adopting Global Standards For Consumer Protection

Anwar drew comparisons to the UK's proactive measures, where banks are required to reimburse fraud victims up to &pound;85,000 (approximately RM480,600) within five days if negligence is established. He expressed strong support for adopting this principle in Malaysia, which would enhance consumer rights and encourage banks to prioritize the safety of their systems.
To achieve this, the government has tasked a committee chaired by the Treasury&rsquo;s Chief Secretary to explore tighter regulations. The focus will be on ensuring banks diligently monitor transactions and follow established procedures. The reforms aim to close loopholes that could allow fraud to occur due to weak oversight or insufficient safeguards within financial institutions.
The UK also allows banks to delay suspicious transactions for up to three days to conduct investigations, a practice Malaysia is considering adopting. Such a mechanism could give financial institutions a better chance to identify and halt fraudulent activities before they cause significant harm.
Rising Tide of Online Financial Crimes

The push for stricter regulations and better consumer protection comes against the backdrop of a concerning rise in online financial crimes. Between January and October this year, Malaysia recorded RM1.224 billion in losses linked to scams. These include online fraud, telecommunication scams, love scams, and fraudulent loans and investments.
Anwar highlighted the government&rsquo;s efforts to combat these crimes, such as the introduction of the "<a href="https://semakmule.rmp.gov.my/">Semak Mule</a>" portal. This tool allows users to check bank accounts, phone numbers, and companies associated with scams. To date, over 32 million searches have been conducted on the portal, with approximately two-thirds yielding positive results in preventing fraud.
"This shows that the system is helping to save people from falling victim to scams. Many cases have been intercepted, thanks to tools like Semak Mule," Anwar said. However, he acknowledged that more needs to be done to address the complexity of these crimes, particularly in cases where victims unknowingly become accomplices by allowing their accounts to be misused.
Strengthening Laws and Regional Collaboration

The prime minister also responded to questions about the possibility of introducing a comprehensive legal framework similar to Singapore&rsquo;s Scam Bill, which specifically targets online financial crime. He confirmed that the government is working on tighter laws that address these challenges while coordinating efforts with other ASEAN countries to tackle cross-border scams.
Anwar pointed out that current scams vary in nature, with some victims unknowingly agreeing to let their accounts be used, while others are deceived into transferring funds under false pretenses. Recognizing this, the proposed reforms aim to provide greater clarity on liabilities while ensuring that victims are adequately protected.
A more robust legal framework, which includes stricter penalties and better preventive measures, is expected to be ready for presentation in the first parliamentary session of the upcoming year. The government hopes this will not only deter scammers but also compel financial institutions to adopt stronger security measures and more transparent practices.
A Commitment to Consumer Protection
Anwar reiterated the government&rsquo;s commitment to ensuring justice for scam victims and holding banks accountable for their role in safeguarding customer funds. By aligning with international best practices and strengthening local mechanisms, Malaysia aims to create a safer financial ecosystem.
The proposed measures underscore the government&rsquo;s unwavering commitment to tackling online fraud, from individual incidents to sophisticated cross-border schemes. As these initiatives take shape, victims of financial crimes can look forward to a future with stronger safeguards, quicker resolutions, and fair restitution.&nbsp; 
This marks a significant step forward, especially considering the substantial losses to scams in the past. However, questions remain: How swiftly can banks complete their internal investigations given the volume of weekly scam cases? If compensation is due, will it be disbursed as a lump sum or in stages? Addressing these concerns will be crucial in ensuring the system is both efficient and equitable.

One of the standout features of the Principal PRS is its accessibility, with a low entry point of RM100. Contributions also qualify for income tax relief of up to RM3,000 annually until 2030, making it a practical and tax-efficient solution for Malaysians looking to boost their retirement savings.
To encourage participation, TNG eWallet is offering an additional reward of up to 8% per annum for 30 days on investments of RM100 or more made before December 31, 2024. This incentive underscores TNG Digital&rsquo;s commitment to fostering a savings culture among its users while enhancing their long-term financial resilience.
Users can easily access this feature through the GOfinance Hub within the TNG eWallet app. By selecting either the Principal RetireEasy or Principal Islamic RetireEasy funds, they can start saving immediately.
