Given the current circumstances in Malaysia, it&rsquo;s no surprise that many graduates consider pursuing careers overseas. Reasons include the appeal of earning in a stronger currency, which can significantly boost savings back home, or the desire to gain valuable international experience, especially when opportunities can sometimes feel limited here.
Almost 2 Million Malaysians Relocate To Work Abroad

A recent report revealed that a striking 1.86 million Malaysian professionals have opted to move abroad, pursuing better career opportunities and personal development. This substantial outflow highlights the challenges local talent faces in finding fulfilling opportunities at home.
Human Resources Minister Steven Sim Chee Keong, as reported by Sinar Harian, noted that this migration trend is outlined in the World Migration Report 2022 by the International Organization for Migration (IOM). According to the report, Malaysia&rsquo;s migration rate is 5.6% of the total population&mdash;significantly above the global average of 3.6%&mdash;translating to nearly 1.86 million Malaysians seeking futures abroad.
M&rsquo;sian Talents Divided Across Similar Countries

Steven Sim provided insight into Malaysian migration patterns, highlighting the steady movement of professionals to countries like the United States, United Kingdom, and Canada.
In the United States, for example, a large portion of Malaysians hold at least a Bachelor&rsquo;s degree and contribute their skills in fields such as management, business, science, arts, and professional services.
In the United Kingdom, many Malaysians work in sectors like management, healthcare, hospitality, and professional services, with most also holding at least a Bachelor&rsquo;s degree. Likewise, in Canada, a similar trend emerges, with Malaysians engaged in technical services, management, and healthcare sectors.
This data, collected from TalentCorp and the World Bank, will be further examined in upcoming studies that aim to provide detailed breakdowns of ethnicity, age, migration motivations, and key destinations for Malaysians from 2018 to 2024.
Putting Effort To Bring Out M&rsquo;sian Talents Home

Despite the substantial brain drain, the Ministry of Human Resources has been actively implementing initiatives to address the issue and attract Malaysians back home. A key initiative in this effort is the Returning Expert Programme (REP), aimed at encouraging Malaysians working abroad to return and contribute to national growth.
Since its launch in 2011, the REP has processed 11,124 applications and successfully facilitated the return of 2,011 skilled professionals to Malaysia. This programme provides attractive incentives, including income tax exemptions, excise duty waivers for vehicles, and permanent resident status for family members, making it easier for Malaysians and their families to settle back into the country.
Through these efforts, the government aspires not only to retain local talent but to also create a supportive and appealing environment that encourages Malaysians abroad to come home, ultimately strengthening Malaysia&rsquo;s workforce and enhancing its global competitiveness.

In related news, Johor recently became the first state in Malaysia to roll out premium salary packages for skilled workers through its Talent Development Council (JTDC). This initiative targets graduates from technical and vocational education (TVET) programs, offering starting salaries between RM4,000 and RM5,000.
This move aims to address the trend of local graduates seeking higher-paying jobs in Singapore, where the minimum wage is around SD$1,500 (~RM4,977). By improving local job opportunities, Johor hopes to make in-state employment more appealing to skilled workers from the 220 TVET institutions across the region, ultimately retaining talent and boosting the state&rsquo;s economic growth.
There are many reasons why Malaysians choose to move abroad, but for most, the main motivation is the opportunity to grow their wealth in dynamic job markets that offer better progression and career development. Another significant factor, especially for adults, is the perceived political stability and lower levels of corruption in other countries, which often fosters a more favourable work environment.
While the government is making efforts to retain talent, only time will reveal whether these initiatives are enough to encourage Malaysians to build their careers at home. As the saying goes, &ldquo;Rome wasn&rsquo;t built in a day,&rdquo; so it may take time to see if staying in Malaysia ultimately becomes the better choice for future generations.

BNM's proposal seeks to eliminate this method for personal financing, a change that aligns with broader efforts to reform lending practices, including amendments to the Hire Purchase Act 1967, set to be tabled in Parliament in early 2025.
Going forward, financial service providers (FSPs) will be restricted to offering personal financing products that calculate interest using either:

<li>Interest charged on the remaining principal balance after payments toward the principal are deducted.</li>

Home Financing Products Reclassified as Personal Financing

<li>Financing is secured by a property with no existing mortgage.</li>

<li>Renovations.</li>
<li>Mortgage-reducing term assurance (MRTA) or takaful.</li>
<li>Legal fees, education, or business purposes.</li>

BNM emphasizes that shorter tenures encourage responsible borrowing and reduce long-term financial risks. The central bank is now inviting feedback from the public and industry stakeholders on the proposed tenure reduction, its feasibility, and potential challenges.

Touch &lsquo;n Go Digital Sdn Bhd (TNG) is urging its eWallet users to complete account verification before December 20, 2024, to enhance security and ensure seamless access to services. With over 28 million registered users, more than 22 million have already completed the eKYC (electronic Know Your Customer) process, leaving millions yet to comply with the mandate.
For those who don&rsquo;t know, eKYC, a straightforward digital verification process, requires users to upload a photo of their ID (such as MyKad or MyTentera) and a selfie for facial recognition via the TNG eWallet app. This step aims to strengthen the platform&rsquo;s security by mitigating risks such as fraud, unauthorized access, and mule accounts. Verified users also gain access to additional benefits, including the Money-Back Guarantee and full feature functionality.
What Happens If You Don&rsquo;t Verify?

From December 20, 2024, unverified users will face restrictions when trying to use the app. Non-verified accounts will receive prompts urging them to complete verification. Failing to comply for an extended period will lead to account suspension. However, TNG ensures users&rsquo; funds remain secure&mdash;unverified users can request refunds for their remaining eWallet balances if they decide to discontinue using the platform.
For new users, account verification will be mandatory upon registration starting December 20, 2024. TNG emphasizes the importance of protecting verified users and maintaining a trusted digital ecosystem.

TNG Urges eWallet Users To Complete eKYC Verification Before Facing Restrictions Starting December 20

The Employees Provident Fund (EPF) has unveiled its updated Retirement Income Adequacy (RIA) framework, setting new savings benchmarks to ensure Malaysians can achieve financial security in their retirement years. The revised benchmarks outline three tiers of retirement savings: RM390,000 for essential needs, RM650,000 for a comfortable standard of living, and RM1.3 million for a luxury lifestyle.
These benchmarks are based on a 20-year withdrawal plan, reflecting Malaysia&rsquo;s average life expectancy. EPF Chief Executive Officer Ahmad Zulqarnain Onn explained that the framework considers rising living costs and is supported by the Belanjawanku guide, a comprehensive resource estimating monthly expenses for a decent standard of living.
Monthly Withdrawal Benchmarks Over 20 Years:
Essential Tier (RM390,000):

<li>Final year (20th year): RM4,430 per month</li>

Reasonable Tier (RM650,000):

Luxury Tier (RM1.3 million):

The implementation of these new benchmarks will be gradual to ease the transition. For example, the essential tier benchmark will increase from RM240,000 to RM290,000 in 2026, RM340,000 in 2027, and RM390,000 by 2028. These benchmarks will be reviewed every three years starting in 2029 to reflect inflation and updated cost-of-living data from the Belanjawanku guide.
Flexible Policies for Surplus Savings

In tandem with the new savings benchmarks, EPF has revised its withdrawal policies to provide members with greater flexibility in managing their retirement funds. The Members&rsquo; Investment Scheme (MIS) will allow members to transfer 30% of their savings above the basic benchmark into Akaun Persaraan, giving them the opportunity to invest and grow their funds.
For those with substantial savings exceeding RM1 million, withdrawals will align with the luxury tier benchmark of RM1.3 million. Starting in 2026, members with more than RM1.1 million in savings will be able to withdraw the surplus amount. The withdrawal threshold will increase by RM100,000 annually over three years, reaching RM1.3 million in 2028. This phased approach ensures members have the flexibility to manage surplus funds while adapting to the new benchmarks.
EPF has also raised the minimum retirement age benchmark from 55 to 60 years, reflecting the longer working lifespan and increased life expectancy of Malaysians. This adjustment aims to give members more time to build their savings while preparing for retirement.
The Belanjawanku Guide: A Foundation for Retirement Planning

A cornerstone of the RIA framework is the Belanjawanku guide, which serves as a detailed resource to help Malaysians estimate the minimum monthly expenses needed for a decent living standard. Initially developed for households in the Klang Valley, the guide now covers 11 additional major cities in Malaysia, providing a more comprehensive view of financial requirements across the country.
The guide was created in collaboration with the Social Wellbeing Research Centre (SWRC) at Universiti Malaya and is regularly updated to reflect changes in living costs. It forms the basis for the RIA framework, ensuring that Malaysians have a clear understanding of their financial needs as they plan for retirement.
EPF Chief Executive Officer Ahmad Zulqarnain Onn emphasized that the updated framework and guide are integral to EPF&rsquo;s mission of building a secure retirement future for Malaysians. &ldquo;The Belanjawanku guide helps average Malaysians navigate the challenges of managing household expenses, while the EPF establishes a strong foundation for adequate retirement savings,&rdquo; he said in a statement.

The EPF&rsquo;s revised framework balances immediate flexibility with long-term financial security, ensuring that members can meet their needs during retirement while adapting to rising costs. By providing clear benchmarks, updated withdrawal policies, and comprehensive financial planning tools, the EPF aims to equip Malaysians with the knowledge and resources necessary to achieve a stable and comfortable retirement.
These changes represent a proactive approach to addressing the challenges of retirement planning, empowering members to take control of their financial future while preparing for a better quality of life in their later years.
