It's no secret that Malaysians have encountered countless scam stories online, highlighting just how pervasive these schemes have become. From TikTok scams impersonating the Employees Provident Fund (EPF) to sophisticated AI-generated frauds involving popular influencers&mdash;even bizarre cases like fake sperm donation scams&mdash;these incidents reveal the alarming creativity and reach of scammers.

While efforts have been made to combat scams, they haven't always been effective or successful. However, it seems change is on the horizon, promising a potentially brighter and more positive outcome for victims.
Prime Minister Datuk Seri Anwar Ibrahim has made it clear that banks must take responsibility for compensating victims of scams when negligence on their part is proven. Speaking in the Dewan Rakyat, he stressed that this principle is already grounded in Malaysian law under the Criminal Procedure Code (CPC). Specifically, Section 413 allows for the reimbursement of victims when bank oversight or failure to follow regulations is identified.
Anwar revealed that RM178,407 has already been refunded to scam victims under this provision, demonstrating the law&rsquo;s application in real cases. "If bank negligence is identified, the bank will pay. This is a standard we must uphold to protect consumers and instil greater accountability in the financial system," he said. The prime minister emphasized that this standard must not be limited to Malaysian laws but should also reflect global practices, such as those in the United Kingdom (UK).
Adopting Global Standards For Consumer Protection

Anwar drew comparisons to the UK's proactive measures, where banks are required to reimburse fraud victims up to &pound;85,000 (approximately RM480,600) within five days if negligence is established. He expressed strong support for adopting this principle in Malaysia, which would enhance consumer rights and encourage banks to prioritize the safety of their systems.
To achieve this, the government has tasked a committee chaired by the Treasury&rsquo;s Chief Secretary to explore tighter regulations. The focus will be on ensuring banks diligently monitor transactions and follow established procedures. The reforms aim to close loopholes that could allow fraud to occur due to weak oversight or insufficient safeguards within financial institutions.
The UK also allows banks to delay suspicious transactions for up to three days to conduct investigations, a practice Malaysia is considering adopting. Such a mechanism could give financial institutions a better chance to identify and halt fraudulent activities before they cause significant harm.
Rising Tide of Online Financial Crimes

The push for stricter regulations and better consumer protection comes against the backdrop of a concerning rise in online financial crimes. Between January and October this year, Malaysia recorded RM1.224 billion in losses linked to scams. These include online fraud, telecommunication scams, love scams, and fraudulent loans and investments.
Anwar highlighted the government&rsquo;s efforts to combat these crimes, such as the introduction of the "<a href="https://semakmule.rmp.gov.my/">Semak Mule</a>" portal. This tool allows users to check bank accounts, phone numbers, and companies associated with scams. To date, over 32 million searches have been conducted on the portal, with approximately two-thirds yielding positive results in preventing fraud.
"This shows that the system is helping to save people from falling victim to scams. Many cases have been intercepted, thanks to tools like Semak Mule," Anwar said. However, he acknowledged that more needs to be done to address the complexity of these crimes, particularly in cases where victims unknowingly become accomplices by allowing their accounts to be misused.
Strengthening Laws and Regional Collaboration

The prime minister also responded to questions about the possibility of introducing a comprehensive legal framework similar to Singapore&rsquo;s Scam Bill, which specifically targets online financial crime. He confirmed that the government is working on tighter laws that address these challenges while coordinating efforts with other ASEAN countries to tackle cross-border scams.
Anwar pointed out that current scams vary in nature, with some victims unknowingly agreeing to let their accounts be used, while others are deceived into transferring funds under false pretenses. Recognizing this, the proposed reforms aim to provide greater clarity on liabilities while ensuring that victims are adequately protected.
A more robust legal framework, which includes stricter penalties and better preventive measures, is expected to be ready for presentation in the first parliamentary session of the upcoming year. The government hopes this will not only deter scammers but also compel financial institutions to adopt stronger security measures and more transparent practices.
A Commitment to Consumer Protection
Anwar reiterated the government&rsquo;s commitment to ensuring justice for scam victims and holding banks accountable for their role in safeguarding customer funds. By aligning with international best practices and strengthening local mechanisms, Malaysia aims to create a safer financial ecosystem.
The proposed measures underscore the government&rsquo;s unwavering commitment to tackling online fraud, from individual incidents to sophisticated cross-border schemes. As these initiatives take shape, victims of financial crimes can look forward to a future with stronger safeguards, quicker resolutions, and fair restitution.&nbsp; 
This marks a significant step forward, especially considering the substantial losses to scams in the past. Israeli Prime Minister Benjamin Netanyahu has postponed the scheduled cabinet vote on a ceasefire deal intended to halt the ongoing war in Gaza. The delay, which occurred just before a key meeting was set to take place on Thursday, has raised concerns about lingering disagreements that could potentially derail the hard-won truce. Netanyahu accused Hamas of trying to extract last-minute concessions before agreeing to the terms, which were finalised after months of mediation.
US Confidence in Ceasefire Despite Setback

Blinken acknowledged that there had been "loose ends" to address, but he reassured the public that these issues were being resolved and that the ceasefire would begin without further complications. "It's not surprising that in a process as challenging as this one, we&rsquo;re tying up that loose end," Blinken stated during a press conference in Washington.
Although the ceasefire was agreed upon in principle by Israeli negotiators, it requires formal approval by the Israeli security cabinet before it can be implemented. The U.S. remains optimistic that the deal will be ratified in the coming days despite the delays.
Continued Strikes and Tensions in Gaza

As Israel and Hamas work through the final details of the agreement, fighting in Gaza has continued unabated. These strikes, which have targeted several locations across Gaza, have added to the mounting death toll, with more than 46,000 Palestinians reported killed since the start of the conflict.
On the ground in Gaza, a mix of anger and disbelief has spread among civilians as they continue to face the devastating impact of the ongoing military operations. For some, the announcement of the ceasefire has brought little relief, as their homes and lives are shattered by the relentless bombing.
Hamas' Conditions and the Disputed Prisoner List

The main point of contention between Israel and Hamas lies in the list of Palestinian prisoners to be released as part of the deal. In addition, Israeli forces are expected to pull back from densely populated areas of Gaza, and displaced Palestinians will be allowed to return home. Humanitarian aid will also flow into Gaza, with hundreds of trucks expected to deliver vital supplies.
The delay has also highlighted divisions within Israel&rsquo;s government. National Security Minister Itamar Ben-Gvir, a hardline figure in Netanyahu&rsquo;s coalition, has threatened to resign if the ceasefire deal goes through. He labelled the agreement as "reckless" and argued that it would undo the achievements of Israel&rsquo;s military campaign. Despite this, a majority of Israeli ministers are expected to back the deal, and the cabinet is likely to vote on it by Friday or Saturday.
Further complicating the situation, Finance Minister Bezalel Smotrich, another right-wing member of Netanyahu&rsquo;s government, has also voiced opposition to the deal. Smotrich is demanding conditions for his support, including a return to military action if Hamas retains control of Gaza after the ceasefire&rsquo;s first phase. These internal disagreements reflect the deeply entrenched ideological divisions within Israel&rsquo;s political landscape.
International Mediation and the Path to Peace

Touch &lsquo;n Go Digital Sdn Bhd (TNG) is urging its eWallet users to complete account verification before December 20, 2024, to enhance security and ensure seamless access to services. With over 28 million registered users, more than 22 million have already completed the eKYC (electronic Know Your Customer) process, leaving millions yet to comply with the mandate.
For those who don&rsquo;t know, eKYC, a straightforward digital verification process, requires users to upload a photo of their ID (such as MyKad or MyTentera) and a selfie for facial recognition via the TNG eWallet app. This step aims to strengthen the platform&rsquo;s security by mitigating risks such as fraud, unauthorized access, and mule accounts. Verified users also gain access to additional benefits, including the Money-Back Guarantee and full feature functionality.
What Happens If You Don&rsquo;t Verify?

From December 20, 2024, unverified users will face restrictions when trying to use the app. Non-verified accounts will receive prompts urging them to complete verification. Failing to comply for an extended period will lead to account suspension. However, TNG ensures users&rsquo; funds remain secure&mdash;unverified users can request refunds for their remaining eWallet balances if they decide to discontinue using the platform.
For new users, account verification will be mandatory upon registration starting December 20, 2024. TNG emphasizes the importance of protecting verified users and maintaining a trusted digital ecosystem.

TNG Urges eWallet Users To Complete eKYC Verification Before Facing Restrictions Starting December 20

The Employees Provident Fund (EPF) has unveiled its updated Retirement Income Adequacy (RIA) framework, setting new savings benchmarks to ensure Malaysians can achieve financial security in their retirement years. The revised benchmarks outline three tiers of retirement savings: RM390,000 for essential needs, RM650,000 for a comfortable standard of living, and RM1.3 million for a luxury lifestyle.
These benchmarks are based on a 20-year withdrawal plan, reflecting Malaysia&rsquo;s average life expectancy. EPF Chief Executive Officer Ahmad Zulqarnain Onn explained that the framework considers rising living costs and is supported by the Belanjawanku guide, a comprehensive resource estimating monthly expenses for a decent standard of living.
Monthly Withdrawal Benchmarks Over 20 Years:
Essential Tier (RM390,000):

<li>Final year (20th year): RM4,430 per month</li>

Reasonable Tier (RM650,000):

Luxury Tier (RM1.3 million):

The implementation of these new benchmarks will be gradual to ease the transition. For example, the essential tier benchmark will increase from RM240,000 to RM290,000 in 2026, RM340,000 in 2027, and RM390,000 by 2028. These benchmarks will be reviewed every three years starting in 2029 to reflect inflation and updated cost-of-living data from the Belanjawanku guide.
Flexible Policies for Surplus Savings

In tandem with the new savings benchmarks, EPF has revised its withdrawal policies to provide members with greater flexibility in managing their retirement funds. The Members&rsquo; Investment Scheme (MIS) will allow members to transfer 30% of their savings above the basic benchmark into Akaun Persaraan, giving them the opportunity to invest and grow their funds.
For those with substantial savings exceeding RM1 million, withdrawals will align with the luxury tier benchmark of RM1.3 million. Starting in 2026, members with more than RM1.1 million in savings will be able to withdraw the surplus amount. The withdrawal threshold will increase by RM100,000 annually over three years, reaching RM1.3 million in 2028. This phased approach ensures members have the flexibility to manage surplus funds while adapting to the new benchmarks.
EPF has also raised the minimum retirement age benchmark from 55 to 60 years, reflecting the longer working lifespan and increased life expectancy of Malaysians. This adjustment aims to give members more time to build their savings while preparing for retirement.
The Belanjawanku Guide: A Foundation for Retirement Planning

A cornerstone of the RIA framework is the Belanjawanku guide, which serves as a detailed resource to help Malaysians estimate the minimum monthly expenses needed for a decent living standard. Initially developed for households in the Klang Valley, the guide now covers 11 additional major cities in Malaysia, providing a more comprehensive view of financial requirements across the country.
The guide was created in collaboration with the Social Wellbeing Research Centre (SWRC) at Universiti Malaya and is regularly updated to reflect changes in living costs. It forms the basis for the RIA framework, ensuring that Malaysians have a clear understanding of their financial needs as they plan for retirement.
EPF Chief Executive Officer Ahmad Zulqarnain Onn emphasized that the updated framework and guide are integral to EPF&rsquo;s mission of building a secure retirement future for Malaysians. &ldquo;The Belanjawanku guide helps average Malaysians navigate the challenges of managing household expenses, while the EPF establishes a strong foundation for adequate retirement savings,&rdquo; he said in a statement.
A Balanced Approach for Financial Security
The EPF&rsquo;s revised framework balances immediate flexibility with long-term financial security, ensuring that members can meet their needs during retirement while adapting to rising costs. By providing clear benchmarks, updated withdrawal policies, and comprehensive financial planning tools, the EPF aims to equip Malaysians with the knowledge and resources necessary to achieve a stable and comfortable retirement.
These changes represent a proactive approach to addressing the challenges of retirement planning, empowering members to take control of their financial future while preparing for a better quality of life in their later years.
