&nbsp;Mental health is no longer a sidelined issue in Malaysia. With nearly five million Malaysians reported to be grappling with mental health challenges, and a worrying rise in cases among children and youths&mdash;doubling between 2019 and 2023&mdash;conversations around emotional and psychological well-being are now firmly in the national spotlight.
Recognising this growing concern, the Malaysian government has steadily increased its efforts to address mental health needs, including the provision of psychological and therapy services at selected public clinics. But the latest and perhaps most significant move is the inclusion of mental health conditions in the mySalam national takaful protection scheme&mdash;a change that signals a broader shift in policy and public health priorities.
What is mySalam?

Launched in 2019, mySalam is a government-backed takaful (Islamic insurance) scheme specifically designed to support the B40 income group&mdash;those in the bottom 40% of household earnings. It provides financial assistance to individuals diagnosed with critical illnesses, helping to ease the financial burden of treatment and recovery.
In 2025, the scope of mySalam was expanded to cover 50 critical illnesses, up from 45 the previous year. These are categorised into 12 major groups, and the scheme continues to evolve to reflect the nation&rsquo;s healthcare needs.
The scheme is fully funded by the government in collaboration with Great Eastern Takaful Berhad, and no premiums are required from recipients. It currently offers two main benefits:
<ul>
<li>Hospitalisation Allowance: RM50 per day (up to a maximum of 14 days or RM700 per year) for admissions to government, university, or military hospitals.</li>
<li>Critical Illness Benefit: A one-off lump sum of RM8,000 paid to eligible individuals diagnosed with any of the listed illnesses.</li>
</ul>
Mental Health Now Covered Under mySalam

Effective 1 January 2025, three mental health conditions were officially added to the list of critical illnesses covered by mySalam. This represents a pivotal policy shift, as mental health conditions are now recognised alongside other serious physical ailments such as cancer, heart disease, and kidney failure.
However, eligibility for the RM8,000 payout comes with strict medical criteria. Only specific, medically severe cases are covered, and claims must be backed by documentation from certified psychiatrists using recognised diagnostic standards.
The Three Mental Health Conditions Now Covered
<ol>
<li> Major Depressive Disorder (MDD) </li>
</ol>

Also known as Gangguan Kemurungan Utama, MDD is a debilitating condition characterised by persistent sadness, emptiness, irritability, and a significant decline in daily functioning. It can affect social life, employment, and general well-being.
To qualify under mySalam:

<li>Diagnosis must be made by a psychiatrist using the DSM-5 (Diagnostic and Statistical Manual of Mental Disorders) or its recognised updates.</li>
<li>The diagnosis must meet the criteria for a severe episode.</li>
<li>The patient must have undergone electroconvulsive therapy (ECT) administered by a psychiatrist.</li>
<li>There must be documented, continuous use of prescribed antidepressants or other relevant medication for at least 180 days post-diagnosis.</li>
</ul>
Exclusions: MDD resulting from substance or alcohol abuse, or cases classified as Adjustment Disorder with Depressed Mood, are not eligible.

<li> Schizophrenia </li>
</ol>

Schizophrenia is a complex psychiatric disorder involving significant disturbances in thought, perception, and emotional responsiveness.
Eligibility requirements include:

<li>Diagnosis confirmed by a psychiatrist using DSM-5 or its latest alternative.</li>
<li>Continuous treatment with antipsychotic medication for a minimum of 180 days.</li>
</ul>
Exclusion: Schizophrenia caused by substance or alcohol use is not covered.

<li> Bipolar Disorder </li>

Commonly referred to as Manic-Depressive Illness, bipolar disorder is marked by dramatic shifts in mood, energy, and activity levels, cycling between episodes of mania and depression.
To be eligible:

<li>Diagnosis must be made by a psychiatrist based on DSM-5 criteria.</li>
<li>Patient must receive consistent treatment using mood stabilisers, antipsychotics, or atypical antidepressants for at least 180 days.</li>
</ul>
Exclusion: As with the others, bipolar disorder cases related to drug or alcohol use are excluded from coverage.
How to Claim the RM8,000 Benefit
For individuals diagnosed with any of the three listed mental illnesses, the claims process is relatively straightforward but must be completed before 30 June 2025.
Step-by-Step Guide:
<ol>
<li>Download the &ldquo;Critical Illness Claim Form&rdquo; from the official <a href="https://www.mysalam.com.my">mySalam website</a>.</li>
<li>Photocopy both sides of your MyKad (identity card).</li>
<li>Have your doctor complete the form, including:</li>
<ul>
<li>Full name and IC number of the patient.</li>
<li>Details of the diagnosis.</li>
<li>Doctor&rsquo;s signature and official clinic/hospital stamp.</li>
</ul>
<li>Submit the completed documents at any mySalam counter or pop-up booth located at participating government clinics or hospitals.</li>
</ol>
Timely submission is critical, as claims after 30 June 2025 will not be accepted.

<li>Psoriasis and Pemphigus Vulgaris (chronic skin diseases)</li>
<li>Rheumatoid Arthritis (a chronic inflammatory disorder)</li>

According to Syuhaib Ithnin, Head of mySalam at Great Eastern Takaful, these enhancements reflect the scheme&rsquo;s mission to provide comprehensive financial protection for Malaysia&rsquo;s most vulnerable groups.
&ldquo;Since its launch in 2019, mySalam has played a key role in easing the financial strain for Malaysians diagnosed with critical illnesses or requiring hospitalisation,&rdquo; he said in a recent statement.
&ldquo;Expanding our coverage to include mental health and rare diseases underscores our ongoing commitment to adapt the scheme to current healthcare realities and to protect those facing difficult diagnoses.&rdquo;
Encouraging Public Access and Awareness

Datuk Seri Rafizi Ramli has officially announced his resignation from the Cabinet, ending his tenure as Malaysia&rsquo;s Minister of Economy. He will be on leave from 29 May until the day before his departure.
In a statement, Nik Nazmi acknowledged that his role as PKR vice-president was a key factor in his Cabinet appointment. With that mandate now lost, he said it was appropriate for him to make way. He also failed to defend his position as Setiawangsa PKR chief during the party&rsquo;s divisional elections last month.

In a significant development for animal welfare in Malaysia, the Kuala Terengganu High Court has dismissed an attempt by the Terengganu state government and the Besut District Council to strike out a lawsuit involving the alleged unlawful killing of a stray dog named Kopi. The decision means the case will proceed to a full hearing, with the court scheduled to deliver its verdict on 13 August 2025.
The lawsuit, brought by four animal rights activists, has drawn national attention and stirred public debate about the treatment of strays and the responsibilities of local authorities. Lawyer Rajesh Nagarajan, representing the plaintiffs, praised the court&rsquo;s ruling as a critical step forward.
&ldquo;This is a huge win for animal rights in Malaysia generally and a positive first step towards obtaining justice for Kopi, who was murdered in cold blood,&rdquo; he told reporters following the decision.
Who Was Kopi? The Gentle Stray That Captured Hearts

Kopi was a familiar figure in the Besut district, known to many residents and animal lovers for her calm and affectionate demeanour. Her popularity soared in March 2024, after a video went viral on social media showing her gently playing with a stray kitten. The video, uploaded by one of her feeders, Abby Razali, garnered widespread attention and led to a wave of online affection.
But that public goodwill turned into collective outrage when news broke that Kopi had been shot dead during a stray dog culling operation carried out by the Besut District Council. The shooting occurred in the early hours of 6 October 2024, reportedly around 1.30am.
According to Dr Kartini Farah Abdul Rahim, one of the plaintiffs, several residents were awakened by the sound of gunshots. Upon investigating, they observed three council officers driving around in a pick-up truck. Shortly after, Kopi was found dead from gunshot wounds. Her death, initially revealed via a post on the &ldquo;My Forever Doggo&rdquo; Instagram account, prompted widespread condemnation and demands for accountability.
Legal Grounds: Alleged Breach of Animal Welfare Law

The lawsuit filed in December 2024 argues that the killing of Kopi was not only morally indefensible but also unlawful under Malaysia&rsquo;s Animal Welfare Act 2015. The plaintiffs &mdash; Dr Kartini, S. Mukunnan, Hong Hai San, and S. Shashi Kumar &mdash; are contending that the use of firearms to kill the dog and the unnecessary suffering inflicted on her contravene Sections 29(e) and 30(1) of the Act.
Section 29(e) prohibits causing unnecessary pain or suffering to animals, while Section 30(1) forbids the killing of animals using a firearm, except under specific conditions outlined in Section 30(2). These exceptions include approval by a veterinary authority, instances where an animal poses imminent danger to human life, or where such action is necessary to control the spread of disease.
The plaintiffs are therefore seeking a declaration from the court that the use of firearms in this case was not legally justified, and that the authorities acted beyond the bounds of the law.
Challenging Local By-Laws
Beyond the immediate question of Kopi&rsquo;s death, the case also seeks to address a broader legal conflict between federal and local regulations. The activists are challenging the legality of the Besut District Council&rsquo;s Dog Licensing By-Laws 1990, specifically Sections 9(1) and 9(2), which empower council officers to shoot licensed or unlicensed dogs if no owner can be located.
The plaintiffs argue that these by-laws are incompatible with the stricter protections afforded by the Animal Welfare Act, a federal law that supersedes local legislation. They assert that allowing council officers to indiscriminately kill strays undermines national legal standards and sets a dangerous precedent.
Government and Council&rsquo;s Defence

In response to the lawsuit, the Terengganu state government filed a motion on 31 December 2024 to have the suit dismissed, followed by a similar motion from the district council on 1 January 2025. They argued that the culling was conducted in accordance with existing local regulations and that standard operating procedures were followed.
A statement issued by the Besut District Council on 13 October 2024 maintained that the actions taken during the culling operation were lawful. However, this justification has failed to appease critics, who argue that even if procedures were followed, the procedures themselves may be unlawful under federal law.
A Moment of Reckoning for Animal Welfare in Malaysia
The case has galvanised animal rights supporters across the country and is being closely watched by legal experts, animal advocacy groups, and members of the public alike. Many see it as a test of Malaysia&rsquo;s commitment to upholding the protections enshrined in the Animal Welfare Act.
