Malaysia is moving closer to enforcing a minimum age requirement of 16 years old for social media users, with implementation potentially beginning as early as July 2026. Deputy Communications Minister Teo Nie Ching said the initiative is currently undergoing a regulatory “sandbox” phase, where authorities are testing and refining the most effective methods of implementation before full enforcement.
The proposed age restriction forms part of the Online Safety Act 2025, which came into force earlier this year. The law aims to strengthen protections for minors against online threats such as exploitation, cyberbullying, misinformation, harmful content, and negative psychological impacts linked to excessive social media use.
According to Teo, discussions with social media platform providers are ongoing to determine the safest and most practical approach to verifying users’ ages while ensuring compliance with local regulations.
Regulatory Sandbox: Testing Before Enforcement

The regulatory sandbox phase allows the government to pilot different age-verification mechanisms and evaluate their effectiveness before rolling out nationwide enforcement.
“We have begun discussions with platform providers under the Online Safety Act. We are now in the regulatory sandbox stage to identify the best, most effective and safest way to conduct age verification,” Teo explained.
While July has been set as an initial target for enforcement, the government has indicated that full implementation is expected in the second half of 2026, depending on the outcomes of ongoing trials and consultations with industry stakeholders.
This approach reflects the government’s intention to balance child protection with practical considerations for families, schools, and businesses that rely on digital platforms.
eKYC and Digital Identity Verification

To ensure compliance with the minimum age requirement, the government is considering the adoption of electronic Know Your Customer (eKYC) systems across social media platforms. Under this framework, users may be required to verify their identity using official documents such as MyKad, passports, or MyDigital ID during account registration.
The government is reportedly targeting the implementation of digital identity verification across all platforms by the end of the second quarter of 2026. This move is intended to prevent minors from bypassing age restrictions and to improve accountability among platform operators.
However, officials have yet to confirm the final enforcement mechanism, and details of how eKYC will be implemented across different platforms are still under discussion.
Rising Concerns Over Youth Safety Online

The push for stricter age limits reflects growing concerns about the impact of social media on young people. Policymakers have highlighted risks such as online addiction, cyberbullying, exposure to inappropriate content, exploitation, and the spread of misinformation.
The issue has gained renewed attention following recent incidents of online harassment involving public figures, including national athletes. While Teo noted that she had yet to receive confirmation from the Malaysian Communications and Multimedia Commission (MCMC) regarding specific complaints, the broader conversation around digital safety has intensified.
Government officials have emphasised that the primary goal of the policy is to protect children rather than penalise parents or guardians. Authorities have also indicated that there are no plans to hold parents legally responsible if minors access social media once the rules come into effect.
Learning from Global Trends

Malaysia’s proposed age restriction aligns with a growing global movement to regulate social media access for minors. In late 2025, Australia became the first country to ban social media accounts for children under 16, sparking international debate on how governments should safeguard young users in the digital age.
Malaysia is reportedly studying international models, including age-gating systems, parental control mechanisms, and platform-level restrictions, to determine the most suitable approach for local implementation.
The decision to raise the minimum age from the previously discussed 13 to 16 also reflects increasing awareness of the long-term effects of social media on adolescents’ mental health and development.
A Broader Digital Regulatory Agenda
The proposed social media age limit is part of Malaysia’s broader digital regulatory agenda aimed at improving accountability among tech companies and strengthening online safety standards. Authorities are working closely with ministries, regulators, and industry players to finalise the framework, including enforcement procedures and compliance requirements.
While many details remain under development, the government has signalled its commitment to ensuring that digital platforms operating in Malaysia take greater responsibility for protecting vulnerable users.
If implemented as planned, the policy could mark a significant shift in how social media is regulated in the country, placing Malaysia among nations adopting stricter digital age limits amid mounting concerns over youth well-being in the online era.
