Malaysia is exploring ways to reform its tax system by studying whether selected Goods and Services Tax (GST) mechanisms could be incorporated into the existing Sales and Services Tax (SST).
Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim said the aim is to create a more progressive and efficient tax system, but stressed that the government is not looking to simply reinstate the previous 6% GST.
The Finance Ministry has been instructed to study the proposal before presenting its findings to the Cabinet.
Hybrid GST-SST Plan Still In Early Stages

Government spokesman Datuk Seri Fahmi Fadzil said Second Finance Minister Datuk Seri Amir Hamzah Azizan has been given time to prepare a report on the proposed model.
The study will consider Malaysia's experience with both GST and SST, including weaknesses in the current system and problems encountered during the previous GST era.
Fahmi said there is currently no confirmed timeline for the study, including whether any changes could be included in Budget 2027.
For now, the move does not represent a return of GST. The government is only studying whether certain GST features could improve the existing SST framework.
What Could A Hybrid GST-SST System Include?

Anwar has stressed that SST would remain the foundation of Malaysia's tax system.
One option highlighted by tax experts is an Input Tax Credit (ITC) mechanism, which could allow eligible businesses to recover certain taxes paid on their inputs.
Under the current SST system, businesses can sometimes face tax cascading, where taxes become embedded in the cost of goods and services and are effectively taxed again further along the supply chain.
A targeted ITC system could reduce this problem without requiring Malaysia to return to the previous GST model.
Experts have also suggested greater use of digital tax administration and invoice-based reporting to strengthen tax collection and reduce revenue leakages.
Why Not Simply Bring Back GST?

Anwar has acknowledged that GST is generally considered an efficient and transparent method of tax collection, but remains concerned about its broad-based nature.
He has said GST would place a wider tax burden on Malaysians, including those already facing cost-of-living pressures.
&ldquo;GST is a broad-based tax that taxes everyone. I do not agree with that.&rdquo;
The government is therefore considering whether selected GST mechanisms can be introduced without creating another broad-based consumption tax.
Malaysia&rsquo;s Previous GST Experience

Malaysia introduced GST in April 2015 at a rate of 6%.
The multi-stage consumption tax faced widespread public criticism, particularly over concerns about its impact on living costs. Businesses also raised concerns over delayed tax refunds, which could affect cash flow.
GST was subsequently suspended and zero-rated in June 2018 before being abolished and replaced by SST in September 2018.
These experiences are expected to form part of the Finance Ministry's assessment as it considers any new tax structure.
Businesses Warn Against Higher Compliance Costs

While tax experts have highlighted the potential benefits of an ITC mechanism, business groups have urged the government to keep any new system simple.
KPMG Malaysia head of tax Soh Lian Seng said a targeted credit mechanism could reduce inefficiencies caused by tax cascading, while digital reporting could improve administration.
However, SME Association of Malaysia president Chin Chee Seong warned that a complicated system could increase business costs, which may ultimately be passed on to consumers.
SAMENTA president Datuk William Ng similarly pointed to delayed ITC refunds during the previous GST era as a major concern.
He said businesses had already invested in systems for GST, SST and e-invoicing, and should not be forced to absorb another round of software, training and compliance costs.
What Could The New Model Look Like?

Experts have suggested several possible approaches.
One option would be to have GST as a broader consumption tax while retaining SST or other targeted taxes for selected goods and services.
Another could involve a GST-style system with zero-rated or exempt sectors, alongside additional taxes on selected products such as luxury goods, tobacco and other items. Tax expert Harvindar Singh said Malaysia could also study international examples such as India and Canada, where broader consumption taxes operate alongside more targeted taxation.
However, he warned that simply placing GST on top of the existing SST could create unnecessary complexity and further tax-on-tax effects.
Concerns Over Cost Of Living

Beyond revenue collection, the biggest concern is how any tax reform would affect ordinary Malaysians.
Critics have called for the government to provide clear details on tax rates, which goods and services would be affected, registration thresholds and how input tax credits would work.
There have also been calls for a proper impact study and assessment of compliance costs before any major changes are introduced.
The concern is that higher costs for businesses could eventually be passed on to consumers through higher prices.
Is Malaysia Bringing Back GST?
Not at this stage.
The government has not announced plans to restore the previous 6% GST.
Instead, the Finance Ministry is studying whether selected GST features can be incorporated into the current SST system to make tax collection more efficient while limiting the impact on households.
The eventual outcome could be a modified SST system, a hybrid model or no major change at all.
With Budget 2027 approaching, Malaysia's proposed tax reform is likely to remain closely watched as the government weighs its need for stronger revenue against the pressure of rising living costs.

TikTok could be taking its financial services push a step further by allowing users to send money directly through direct messages, potentially turning private chats into another way to make payments.
References to the feature were reportedly discovered in the code of TikTok&rsquo;s US iPhone app. However, TikTok has stressed that the feature is not currently being tested in any market, meaning it remains an early-stage project and may never be released.
How Would TikTok Payments Through DMs Work?

According to reports, the proposed feature would allow users to send payments directly inside an existing TikTok conversation.
The recipient could reportedly &ldquo;tap to accept&rdquo; the incoming payment before a set expiry date, while the sender would receive updates on the transaction through push notifications or their TikTok inbox. There also appear to be references to users being able to attach a message or note to a payment, similar to the way users can add captions to transactions on services such as Venmo.
The idea would make sending money feel much like sending a normal TikTok message, potentially removing the need to switch to a separate banking or payment application. For example, users could potentially send money to friends after discussing a purchase, pay someone they met through the platform or transfer money to a creator &mdash; all without leaving TikTok.
TikTok Pay Could Power The Feature

The reported peer-to-peer payment system could be powered by TikTok Pay, ByteDance&rsquo;s existing payment service.
TikTok Pay is currently available in Malaysia, Thailand and Vietnam, where it is used for transactions through TikTok Shop. A peer-to-peer payment feature would represent a significant expansion of TikTok Pay, moving it beyond payments to merchants and towards direct transfers between individual users.
ByteDance has already explored similar ideas in China. Its Chinese platform, Douyin, has supported peer-to-peer payments through Douyin Pay, allowing users to make purchases, pay during livestream shopping and send tips.
TikTok Is Moving Further Into Financial Services

The reported feature fits into TikTok parent company ByteDance&rsquo;s wider push into financial technology and social commerce.
TikTok is no longer simply a platform for short-form videos. Users can already shop through TikTok Shop, purchase digital coins, send virtual gifts to creators and interact with businesses directly through the app. A direct payment system could allow TikTok to keep even more of those transactions within its own ecosystem.
According to Sensor Tower data cited in reports, consumers worldwide have spent more than US$2.9 billion (around RM12.3 billion) on TikTok so far this year. The platform has also reportedly remained the world's leading app for in-app purchase revenue since 2022.
With such a large amount of spending already taking place on TikTok, adding peer-to-peer payments could provide another way for the company to connect its social, entertainment and commerce services.
Could TikTok Challenge Venmo And Other Payment Apps?

A built-in payment feature could put TikTok into more direct competition with established services such as Venmo and Zelle in the US.
However, TikTok would have one major advantage: it already has a huge audience. Instead of convincing users to download another financial app, TikTok could place payment functionality directly into an application they already use to communicate, watch content and shop.
This could be particularly useful for creators and sellers. Users already share payment details such as Venmo or Cash App usernames through TikTok profiles, so an integrated system could potentially eliminate the need to move transactions elsewhere.

Other social platforms are heading in a similar direction. X has been expanding its X Money service, while Facebook Messenger has offered peer-to-peer payments in the US for years.
The bigger trend appears to be social media companies attempting to evolve into &ldquo;everything apps&rdquo;, where users can communicate, shop and manage financial transactions in one place.
But There Are Privacy And Scam Concerns

Making payments as easy as sending a message could certainly be convenient, but it could also create new challenges.
A payment request appearing inside a familiar conversation could potentially make scams and fraudulent transactions harder for users to spot. Criminals could use hacked accounts, fake profiles or convincing messages to pressure people into sending money.
There are also concerns about younger users. TikTok has a huge teenage and young adult audience, and making payments almost frictionless could potentially encourage impulsive spending or make financial scams easier to execute.
TikTok's existing financial tools have also faced legal scrutiny in the US, with some lawsuits involving allegations related to financial and child exploitation, money transmission laws and money laundering. These cases concern existing features and should not be treated as evidence of problems with a peer-to-peer payment system that does not yet exist.
No Launch Date Has Been Confirmed
For now, TikTok's reported peer-to-peer payment feature should be viewed as a development project rather than an upcoming confirmed feature.
The discovery of code shows that ByteDance is exploring the possibility, but TikTok has said it is not currently being tested in any market.
There are also no confirmed details on potential transaction limits, fees, eligibility requirements, banking partners or whether the feature would launch in Malaysia, the US or other markets.
Still, the idea highlights how TikTok is evolving beyond social media and into commerce and financial services.
For Malaysian users, the more immediate takeaway is that TikTok Pay already exists locally through TikTok Shop. Whether Malaysians will eventually be able to send money to friends simply by opening a TikTok DM, however, remains to be seen.

Apink’s Jeong Eun Ji To Bring Solo Concert To Kuala Lumpur This October

The family of a father and his two daughters who were killed in a crash involving an Immigration Department lorry in Kuala Lumpur has called for a transparent and thorough investigation, saying they want all circumstances surrounding the tragedy to be fully explained.
The family was struck after an Immigration Department lorry lost control following a collision at the Maju Junction traffic light intersection along Jalan Sultan Ismail in the early hours of 19 August.
The crash claimed the lives of 53-year-old Shaik Mohd Firdaus Shaikh Yahya and his daughters, Siti Nor Sazlin, 25, and Siti Darwisyah Auni, 12. His wife, 55-year-old Norhayati Razali, survived but suffered serious injuries.
&lsquo;I Just Want Justice&rsquo;

Speaking to Sinar Harian, Firdaus&rsquo; brother-in-law, 69-year-old Mohd Nadzri Razali, said the family remains devastated by the incident and wants every aspect of the crash investigated.
&ldquo;I hope a full investigation will be carried out. We heard that the traffic light was red, but the vehicle still went through it... we want justice for the deceased.&rdquo;
Mohd Nadzri said the family wants authorities to clarify exactly what happened and ensure that any party found responsible is held accountable.
He said the family was initially informed that two people had died, before later learning that three members of the family had been killed.
&ldquo;I only ask for justice for my brother-in-law and his children,&rdquo; he said.
The family has also reportedly faced difficulties obtaining information in the immediate aftermath, with some of the victims&rsquo; personal belongings, including wallets, car keys and bank cards, initially unaccounted for.
Father And Two Daughters Killed In Jalan Sultan Ismail Crash

The fatal accident occurred at around 1am at the Maju Junction traffic light intersection along Jalan Sultan Ismail.
Preliminary police investigations found that an empty Isuzu &ldquo;Black Maria&rdquo; lorry belonging to the Immigration Department was travelling from the Kuala Lumpur Immigration Office towards Chow Kit to pick up detainees following an enforcement operation against undocumented migrants.
The 43-year-old Immigration lorry driver was reportedly travelling with its beacon lights and siren activated when the vehicle entered the intersection.
Police said the lorry was believed to have entered the junction while the traffic light in its direction was red. At the same time, a Proton Saga driven by a 50-year-old man was travelling through the intersection after receiving a green light. The Saga was reportedly unable to avoid the Immigration lorry, resulting in a collision between the two vehicles.
The impact caused the Immigration lorry to lose control and veer off the road, striking four pedestrians from the same family who were waiting at the junction. The lorry also collided with an Inokom Matrix that had stopped at the traffic lights.
Firdaus and his two daughters died at the scene, while Norhayati suffered serious injuries to her head, right arm and both legs.
Family Was In A Designated Safe Area

Police have said the family was not crossing the road at the time of the collision.
According to Kuala Lumpur police chief Datuk Fadil Marsus, CCTV footage showed the four family members standing in a designated pedestrian safe area at the road divider near the Jalan Sultan Ismail intersection, opposite Maju Junction.
Investigators are examining CCTV footage from the area, along with dashcam footage from the Immigration lorry, to establish the exact sequence of events leading up to the crash.
Immigration director-general Datuk Zakaria Shaaban confirmed that the lorry was relatively new and equipped with a dashcam, with the footage handed over to police as part of the investigation.
He also said the Immigration Department has guidelines governing the use of its vehicles and that its internal investigation would determine whether the driver had followed the required procedures.
Both Drivers Detained For Investigation

Police have detained both the Immigration lorry driver and the Proton Saga driver to assist with investigations.
Both underwent breathalyser tests and preliminary urine screenings, which returned negative results for alcohol and drugs. Police have also inspected the crash site, obtained available CCTV footage and are seeking independent witnesses who may have witnessed the incident.
The case is being investigated under Section 41(1) of the Road Transport Act 1987, which covers causing death by reckless or dangerous driving.
Investigators are expected to examine factors including the traffic light sequence, the use of the lorry's beacon and siren, the actions of both drivers and whether standard operating procedures were followed.
PM Anwar Orders Immediate Investigation

Following the tragedy, Prime Minister Datuk Seri Anwar Ibrahim called for an immediate and thorough investigation into the crash.
Anwar expressed his condolences to the victims' family and said appropriate action must be taken without compromise if investigations uncover negligence, misconduct or any breach of the law.
The Immigration Department has also pledged to cooperate fully with police and conduct its own internal investigation, including reviewing compliance with standard operating procedures and safety requirements involving departmental vehicles.
Authorities have urged members of the public not to circulate unverified photographs, videos or claims about the crash while investigations remain ongoing.

Around 300 family members, friends and villagers gathered to pay their final respects.
For the family, the tragedy has left behind an unimaginable loss, particularly for Norhayati, who is now recovering after losing her husband and two daughters in the same incident.

In the video, she could reportedly be heard asking questions such as whether Singapore and Japan would &ldquo;surrender&rdquo;, while also demanding that people around her record or livestream the incident.
She was also heard making a disturbing statement suggesting that &ldquo;everyone dies together&rdquo; if she died in Malaysia.
The footage quickly attracted attention online, with many users speculating about the woman's identity and the reason behind her behaviour.

The addition fulfils a long-standing request from Malaysian shoppers who have wanted to use their TNG eWallet balance directly when checking out on Shopee. However, there is a catch &mdash; TNG eWallet is not available as a direct payment option. Instead, shoppers will need to select DuitNow QR at checkout and complete the payment through the TNG eWallet app.
How To Pay For Shopee Purchases With TNG eWallet

The process is relatively straightforward.
When checking out on Shopee, users can select DuitNow QR as their preferred payment method. Shopee will then generate a QR code for the transaction.

Once scanned, TNG eWallet will display the total payment amount along with Shopee Marketplace as the merchant. Users can then review the details and confirm the transaction to complete their purchase.
While it is not quite the seamless integration some users may have expected, the DuitNow QR option effectively allows TNG eWallet users to pay for Shopee purchases without having to rely on a card or online banking.
Interestingly, Shopee's payment information still lists Touch &rsquo;n Go and Boost as unsupported e-wallet payment methods, meaning DuitNow QR currently serves as the workaround for TNG eWallet users.
TNG eWallet Users Can Also Earn Cashback

The new payment option comes with another potential perk for shoppers.

To qualify, shoppers need to enter Shopee through the Shop &amp; Earn page in the TNG eWallet app before making their purchase. Simply paying with TNG eWallet through DuitNow QR does not necessarily guarantee cashback if the required Shop &amp; Earn process is not followed.
Cashback is typically tracked within two days and confirmed within 14 days.
However, there are several exclusions shoppers should be aware of.
Which Shopee Purchases Are Not Eligible For Cashback?

But for aspiring creators hoping to earn through advertising, the road to monetisation is about to get tougher.
YouTube Is Doubling The Grind For Ad Revenue

Starting 1 February 2027, new creators applying for YouTube's Partner Programme will need significantly higher viewing figures before they can access advertising and YouTube Premium revenue sharing.
Currently, creators need at least 1,000 subscribers and either:

<li>4,000 qualified public watch hours in the past 12 months; or</li>
<li>10 million qualified Shorts views within 90 days.</li>
</ul>
Under the new requirements, those figures will double to:
<ul>
<li>8,000 qualified watch hours over the previous 365 days; or</li>
<li>20 million qualified Shorts views within 90 days.</li>
</ul>
The 1,000-subscriber requirement remains unchanged.
The new thresholds will only apply to creators joining YPP for advertising and Premium revenue. Existing YPP members will not be affected by the higher entry requirements.
YouTube said the changes mark its first significant overhaul of the Partner Programme requirements since 2018.
Shorts Creators Face A New Hurdle

The changes will also affect creators already earning from Shorts.

Those who fall below the threshold will remain in YPP and can continue earning from their long-form videos. Shorts revenue sharing will automatically resume once they cross the 10 million-view mark again.
YouTube said creators already generating significant revenue from Shorts are unlikely to be heavily affected.
Why Is YouTube Raising The Bar?

According to YouTube Vice President of Creator Products Amjad Hanif, the changes are designed to make Shorts revenue more "meaningful" for creators.
With the enormous growth of Shorts, YouTube says it wants to reward creators who consistently drive views, engagement and conversations on the platform.
However, for smaller creators, reaching 20 million Shorts views in 90 days or 8,000 watch hours in a year could make the journey towards ad monetisation considerably harder.
Smaller Creators Still Have Other Options
YouTube is not completely closing the door on smaller channels.
The requirements for Fan Funding and Shopping features will remain unchanged. Creators can still qualify for the lower YPP tier with:

<li>500 subscribers</li>
<li>At least three public uploads within 90 days</li>
<li>Either 3,000 qualified watch hours in the past year or 3 million qualified Shorts views within 90 days</li>
</ul>
This tier does not provide advertising or YouTube Premium revenue, but allows eligible creators to access tools that let fans directly support their work.
YouTube is also planning new incentive programmes for creators who fall below the Shorts threshold, including potential bonuses through YouTube Shopping, incentives for brand deals and earnings boosts for creators who start or grow trends.

Premium Lite Could Open Another Revenue Stream

The subscription will also contribute to a dedicated creator revenue pool. YouTube says 60% of net Premium Lite subscription revenue will go into this pool, compared with 30% for full Premium.
The money is then distributed according to subscriber watch time and views, with creators receiving 55% of allocated revenue from long-form videos and 45% from Shorts.
YouTube also expects to pay creators more in 2027 than it did in 2026.
The Creator Grind Is Getting Real
YouTube's changes reflect just how competitive the creator economy has become. With more than three million creators already in YPP and billions of daily Shorts views, simply going viral may no longer be enough to turn content into a steady income.

Buying a brand-new Perodua Axia has just become more affordable. Perodua has officially announced a price reduction across its second-generation Axia range, with savings of up to RM4,700 depending on the variant.
The revised pricing takes effect immediately, lowering the starting price of Malaysia's popular compact hatchback to just RM33,900 in Peninsular Malaysia. According to the national carmaker, the reduction is aimed at helping Malaysians cope with rising living costs while making new car ownership even more accessible.
Perodua Axia Prices Reduced Across The Range

The biggest price cut goes to the entry-level Axia 1.0 G, which now costs RM33,900 in Peninsular Malaysia, down from RM38,600 &ndash; a substantial RM4,700 reduction.
The remaining variants have also received price adjustments:

No Changes To Specifications Or Quality

Despite the lower prices, Perodua stressed that buyers will receive the same vehicle with no compromises in specifications, features or build quality.
The second-generation Axia continues to be powered by a 1.0-litre three-cylinder naturally aspirated engine producing 67hp and 91Nm of torque, paired with a D-CVT automatic transmission across all variants.
Built on Perodua's DNGA platform, the Axia remains one of the brand's most well-equipped compact cars, offering features such as LED headlamps, a digital instrument cluster, touchscreen infotainment, and Perodua's Advanced Safety Assist (ASA), depending on the variant.

Meanwhile, the first-generation Axia E (also known as the Axia Rahmah) remains on sale at RM22,000, making it the cheapest car in Perodua's line-up. Although there have been rumours that the model could eventually be discontinued, Perodua has yet to make any official announcement.
Operational Improvements Made The Price Cut Possible

Perodua said the lower prices were achieved entirely through continuous improvements in manufacturing processes and operational efficiency rather than any reduction in vehicle quality.
According to Perodua President and CEO Datuk Seri Zainal Abidin Ahmad, the move is part of the company's ongoing efforts to help ease financial pressures faced by Malaysians.
He explained that sustained collaboration with local suppliers, vendors and automotive ecosystem partners has enabled the company to reduce production costs, allowing those savings to be passed directly to customers. These operational improvements have also contributed to lower servicing costs as well as revised pricing for Perodua's QV-E electric vehicle and Battery-as-a-Service (BaaS) programme.
Perodua also thanked its suppliers, dealers and business partners for working together to improve cost efficiency for the benefit of both the automotive industry and Malaysian consumers.
Making Car Ownership More Affordable
Since its introduction, the Perodua Axia has remained one of Malaysia's most popular entry-level cars thanks to its affordability, fuel efficiency and practicality. With prices now reduced across the current-generation range, the gap between the Axia Rahmah and the newer automatic models has narrowed considerably, giving buyers more value without sacrificing modern features or safety equipment.
For Malaysians considering a first car or an economical daily driver, the latest pricing makes the Axia an even more attractive option. Interested buyers can visit their nearest Perodua showroom or authorised dealer to learn more about the revised prices and available variants.

Perodua Slashes Axia Prices By Up To RM4,700, Entry-Level Model Now Starts From RM33,900

The declassified Royal Commission of Inquiry (RCI) report into Lembaga Tabung Haji (TH) has uncovered a troubling picture of how the country's pilgrimage fund continued paying generous staff bonuses and declaring high hibah (profit distributions) despite being in a weak financial position.
Released four years after it was completed, the 211-page report examined TH's management and governance between 2014 and 2020, highlighting governance failures, questionable investment decisions, creative accounting practices and political interference that ultimately placed the institution under severe financial strain.
Bonuses Continued Despite Mounting Losses

Among the report's most striking findings was that TH continued rewarding employees with substantial bonuses even as its finances deteriorated.
Between 2010 and 2017, staff received bonuses ranging from one to 13 months' salary. In 2014 alone, TH reportedly set aside RM74 million for staff bonuses, comprising an 11-month performance bonus and a two-month special bonus.
However, PricewaterhouseCoopers (PwC), which later reviewed TH's financial position, concluded that the fund had already been operating with an asset-liability deficit since 2014.
The RCI found there was no justification for such generous payouts while the institution was effectively losing money, recommending that the practice be discontinued and that improperly approved bonuses be recovered where appropriate.
The report also highlighted bonus payments made by TH Properties Sdn Bhd in 2017 and 2018, amounting to RM1.15 million and RM1.05 million respectively. According to the commission, these payments breached the Companies Act 2016 as they were approved without the necessary shareholder resolutions and by a committee lacking the authority to do so.
Profits Reported Despite Underlying Losses

The commission found that TH's financial position appeared significantly healthier than it actually was.
For the 2017 financial year, depositors were informed that TH had recorded a profit of RM3.4 billion. However, after applying the appropriate accounting standards, the RCI concluded the fund should instead have reported a loss of approximately RM1.4 billion &mdash; a difference of around RM4.8 billion.
Much of the discrepancy stemmed from the failure to recognise impairment losses on investments whose value had fallen substantially.
PwC estimated that TH had accumulated losses of roughly RM10 billion by 2017, with the fund remaining in deficit for several years before the financial problems became publicly known.
'Creative Accounting' Used To Maintain Hibah Payments

Despite the deteriorating financial position, TH continued distributing attractive hibah returns to depositors.
Under Section 22 of the Tabung Haji Act 1995, hibah can only be declared if the fund's assets exceed its liabilities.
Instead of relying on audited asset values, however, the RCI found that TH management used a higher internal valuation known as the Realisable Asset Value (RAV), allowing the institution to satisfy the legal requirement on paper while avoiding the recognition of significant impairment losses.
The commission described this as "creative accounting", concluding that TH's 2017 hibah distribution of 4.5%, together with an additional 1.75% haj hibah costing RM2.75 billion, should never have been declared under the audited financial position.
Crime analyst Kamal Affandi Hashim said such accounting practices could indicate deliberate criminal conduct rather than simple administrative mistakes, arguing that manipulating financial statements to conceal losses may expose both those directly involved and those responsible for oversight to potential legal liability.
Warning Signs Were Ignored
The RCI found that several warning signs emerged years before TH's financial issues became public.
Bank Negara Malaysia reportedly issued multiple warning letters to TH between 2014 and 2015 regarding its financial position.
In 2017, international consultancy Roland Berger also warned that TH had been depleting its reserves to maintain hibah payouts and cautioned that the adoption of new accounting standards would expose billions of ringgit in unrealised losses.
However, the report found no evidence that these findings were ever presented to TH's board before the 2018 General Election.
Costly Investments Added To Financial Pressure

The commission identified 14 investments that should undergo forensic audits due to governance concerns and significant losses.
Among the largest was TH's investment in FGV Holdings, which resulted in an unrealised loss exceeding RM1.06 billion after the value of its shares fell sharply following the company's 2012 listing.
Other major losses included:

<li>RM364.31 million impairment involving Trurich Resources.</li>
<li>RM278 million impairment linked to TH Marine.</li>
<li>RM225 million loss from the Deru Semangat plantation project after environmental issues affected buyers' confidence.</li>
<li>RM170 million impairment involving TH Plantations.</li>
</ul>
According to the RCI, investment decisions were often made through weak coordination and excessive reliance on recommendations from TH's own management, while ministers approved proposals without obtaining independent external advice.
Governance Failures And Political Influence
The report also highlighted broader governance weaknesses within TH.
Political appointments to the board between 2014 and 2018 were said to have undermined public confidence, while several senior executives simultaneously held numerous directorships across TH subsidiaries, creating potential conflicts of interest and reducing oversight.
The commission also criticised the growing financial burden of haj subsidies, which had been funded using TH's investment returns, placing additional pressure on its long-term financial sustainability.
Investigations To Continue

The RCI recommended 25 reforms, including stronger governance measures, forensic audits into selected investments, stricter board appointment criteria and limiting political involvement in TH's management.
It also called for immediate follow-up on police reports and referrals to the Malaysian Anti-Corruption Commission (MACC) involving allegations of corruption, document falsification and financial misconduct.
The Cabinet has since ordered enforcement agencies to continue investigations and take legal action against any parties found to have breached the law.
In response, Tabung Haji said the issues identified in the report related to the period before 2018 and maintained that significant improvements had since been implemented. According to TH, approximately 75% of the RCI's recommendations have already been carried out, with the remaining reforms currently underway.
The pilgrimage fund added that it has rebuilt its financial position, restored its reserves and recently announced a 3.5% profit distribution for the 2025 financial year &mdash; its highest hibah rate in eight years &mdash; while reaffirming its commitment to strengthening governance, protecting depositors and restoring public confidence.
