Datuk Seri Rafizi Ramli has officially announced his resignation from the Cabinet, ending his tenure as Malaysia&rsquo;s Minister of Economy. He will begin utilising the remainder of his annual leave starting immediately, which will run until 16 June.

Kopi was a familiar figure in the Besut district, known to many residents and animal lovers for her calm and affectionate demeanour. Her popularity soared in March 2024, after a video went viral on social media showing her gently playing with a stray kitten. The video, uploaded by one of her feeders, Abby Razali, garnered widespread attention and led to a wave of online affection.
But that public goodwill turned into collective outrage when news broke that Kopi had been shot dead during a stray dog culling operation carried out by the Besut District Council. The shooting occurred in the early hours of 6 October 2024, reportedly around 1.30am.
According to Dr Kartini Farah Abdul Rahim, one of the plaintiffs, several residents were awakened by the sound of gunshots. Upon investigating, they observed three council officers driving around in a pick-up truck. Shortly after, Kopi was found dead from gunshot wounds. Her death, initially revealed via a post on the &ldquo;My Forever Doggo&rdquo; Instagram account, prompted widespread condemnation and demands for accountability.
Legal Grounds: Alleged Breach of Animal Welfare Law

Section 29(e) prohibits causing unnecessary pain or suffering to animals, while Section 30(1) forbids the killing of animals using a firearm, except under specific conditions outlined in Section 30(2). These exceptions include approval by a veterinary authority, instances where an animal poses imminent danger to human life, or where such action is necessary to control the spread of disease.
The plaintiffs are therefore seeking a declaration from the court that the use of firearms in this case was not legally justified, and that the authorities acted beyond the bounds of the law.
Challenging Local By-Laws
Beyond the immediate question of Kopi&rsquo;s death, the case also seeks to address a broader legal conflict between federal and local regulations. The activists are challenging the legality of the Besut District Council&rsquo;s Dog Licensing By-Laws 1990, specifically Sections 9(1) and 9(2), which empower council officers to shoot licensed or unlicensed dogs if no owner can be located.
The plaintiffs argue that these by-laws are incompatible with the stricter protections afforded by the Animal Welfare Act, a federal law that supersedes local legislation. They assert that allowing council officers to indiscriminately kill strays undermines national legal standards and sets a dangerous precedent.
Government and Council&rsquo;s Defence

A statement issued by the Besut District Council on 13 October 2024 maintained that the actions taken during the culling operation were lawful. However, this justification has failed to appease critics, who argue that even if procedures were followed, the procedures themselves may be unlawful under federal law.

BLACKPINK&rsquo;s DEADLINE world tour is set to be a global spectacle, with 31 shows in 16 cities confirmed so far. The Asia leg of the tour will kick off on 18 October in Kaohsiung, Taiwan, and continue through to January 2026. The cities and dates for Asia are as follows:

These dates follow a busy summer schedule across South Korea, North America, and Europe. The tour begins in Goyang, South Korea in early July, before heading to major global cities such as Los Angeles, Chicago, Toronto, New York, Paris, Milan, Barcelona, and London &mdash; where BLACKPINK will headline two nights at Wembley Stadium on 15 and 16 August.
Record-Breaking Legacy and High Expectations

The DEADLINE tour comes on the heels of BLACKPINK&rsquo;s hugely successful BORN PINK tour, which ran from 2022 to 2023 and drew over 1.8 million attendees worldwide. The tour grossed more than USD 148 million across 29 shows, making it the highest-grossing concert tour ever by a girl group.
With DEADLINE, YG Entertainment promises to deliver a tour &ldquo;at the peak of BLACKPINK&rsquo;s performance history.&rdquo; The label highlighted the intense preparation and focus behind the scenes &mdash; fitting for a group that continues to set industry standards for K-pop on the world stage.
