Malaysians may hear a loud siren or receive an emergency notification on their phones on 19 November as the Malaysian Communications and Multimedia Commission (MCMC) conducts a live test of the country’s upcoming Cell Broadcast System (CBS).
The system aims to deliver faster, targeted disaster alerts to phones in affected areas without requiring recipients’ phone numbers, SMS services or an internet connection. The test aims to improve public warnings about floods and other emergencies.
According to reports by the New Straits Times, CBS is in its final development phase. The exercise is expected to cover selected high-risk areas, and simulated disaster warnings or evacuation instructions should not be mistaken for a real emergency.
What Is Malaysia’s Cell Broadcast System?

Developed by MCMC under a new Early Warning System (EWS), CBS is intended to complement and eventually replace Malaysia’s existing SMS-based disaster warning system.
Currently, disaster alerts are distributed through a system involving the National Disaster Management Agency (NADMA) and telecommunications companies. Conventional SMS messages are sent to individual numbers, so delivery may be delayed when networks are congested.
CBS instead broadcasts alerts through mobile network infrastructure to compatible phones within a designated geographical area. Authorities can target people in affected locations without sending individual messages to every recipient.
Users do not need to register their phone numbers, activate mobile data or install an application. The system is similar to the United States’ Wireless Emergency Alerts.
How Does CBS Work Without Internet Access?

CBS sends emergency messages through mobile networks, so it can operate without an internet connection or conventional SMS service. It is designed to distribute warnings efficiently, including during periods of heavy voice and data traffic.
For example, if a flood threatens a neighbourhood, authorities could broadcast a warning to compatible phones in that location, instructing residents to seek shelter or evacuate.
However, CBS still requires at least one functioning mobile network in the affected area. If floods, landslides or power failures disrupt all available mobile services, alerts may not reach devices until connectivity is restored.
The Communications Ministry said a network recovery plan would coordinate restoration with disaster agencies and service providers.
Where Will The 19 November Test Take Place?

The live test is expected to focus on selected high-risk locations, including flood-prone areas in Selangor, Kuala Lumpur, Kelantan and Pahang.
Compatible phones in designated areas may receive simulated disaster warnings, potentially including instructions to seek shelter or evacuate. The exercise will help authorities assess delivery before wider implementation.
The system could be useful in Malaysia, where floodwaters can rise rapidly. Timely warnings could help families protect their belongings, assist vulnerable residents and give emergency responders more time to coordinate evacuations.
Accessibility Features For Malaysians With Disabilities

CBS is being developed with accessibility in mind. According to the Communications Ministry, it is designed to support text notifications, vibrations and audio through accessibility functions on compatible devices. These include screen readers and voice output features that can help people with visual impairments or reading difficulties understand warnings.
Clear messaging will also be essential. General advisories, severe weather warnings and mandatory evacuation instructions should be distinguishable so recipients understand the urgency. Authorities will consider accessibility and device compatibility during testing.
Messages in Bahasa Melayu and English could improve public understanding.
Public Awareness And Network Coverage Remain Challenges

CBS cannot guarantee that everyone will receive a warning. Mobile coverage remains a concern, particularly in rural areas. Protecting network facilities against floods, landslides and power disruptions will be important to the system’s reliability.
Public awareness and trust are equally crucial. Malaysians need to understand what alerts mean, how to respond and where to find reliable information. Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi has stressed that the system will only be effective if the public trusts accurate information.
The impact of disasters highlights the need for preparedness. Department of Statistics Malaysia figures cited by Zahid show that disasters caused RM636.9 million in losses in 2025, including RM380.2 million involving public assets and infrastructure.
What Should Malaysians Do On 19 November?
People in designated testing areas should be prepared to receive an unusual notification or hear an alert sound on compatible phones. If a message is clearly identified as part of the test, there is no need to panic or evacuate solely because of the simulated warning.
During a genuine emergency, residents should take official alerts seriously and follow instructions from the relevant authorities. Verified updates and a household disaster plan remain important.
Ultimately, CBS must deliver warnings to the right people at the right time, with clear instructions they can act on. The 19 November test will be an important step towards strengthening Malaysia’s disaster preparedness and protecting lives.
